Our grand endeavour… • Learners first- Outcomes that give them the edge in HE and employment market- Meeting employers’ needs- Maximising the strategic potential 0-25 and beyond – shaping the demand Achievement, participation and progression routes
What’s not changed? Apprenticeships, Skills, Children and Learning Act 2009 establishes statutory duties for:- LAs secure education and training, taking account of quality;- LAs to encourage young people’s participation - LAs to cooperate with each other;- YPLA to secure the provision of financial resources for young people’s learning;- YPLA to provide guidance on the commissioning system
And…. - Government committed to a shift of power to the local level - LAs central to the Government’s plans to improve provision for all children and young people - LAs powerful champions of educational excellence, working closely with schools and others - Government committed to protecting the most vulnerable children, and the role the local authority plays as champion for vulnerable young people - Strong strategic role - authorities should shape the vision for their communities
So what has changed? - The letter….. - LAs’ strong strategic commissioning role - Providers to decide on their own provision - Lagged numbers- YPLA funding providers direct except school 6th forms- Less bureaucracy – no requirement for RPGs/SRGs
What’s in debate? Active commissioning vs lagged numbers
Do we need flexibility in lagged nos? With providers, toshape provision byshifting numbers to meet learner and employer need… to:- Remove poor provision?- Introduce new provision? - Increase participation?- Drive up quality?- Reshape specialisms?- Help the market move more quickly?
