ESFRI E urope an S trate gy F orum o n Research Infrastructures What is ESFRI? • A European Strategy Forum on Research Infrastructures • Launched in April 02 • Brings together representatives of the 25 Member States,7 Associated States, and one representative of the European Commission (EC)
To foster an “open method of coordination” between different countries To discuss the long term vision at European level and to support the development of a European RI policy To bring initiatives and projects to a point where decisions by ministers are possible A stimulation and incubator role First roadmap in 2006 Update in Dec 2008 Role of ESFRI(and of its ad-hoc Working Groups) ASTRONET – European Roadmap for Research Infrastructures
Mandate from the Council of Ministers,November 2004 The Roadmap is the result of two years of intensive work About 1000 high-level experts were involved, from every MS and AS, from most fields and user communities, giving the end product credibility and quality. It is the beginning of an ongoing process The RoadmapFirst edition 2006 ASTRONET – European Roadmap for Research Infrastructures
Addressing seven (7) fields of Research and major challenges From about original 200 proposals, thirty five (35) projects have been identified through several review stages Community produced ideas that will open up new and unexpected areas of knowledge Some fields should be stimulated for further integration The Roadmap (2) First edition 2006 ASTRONET – European Roadmap for Research Infrastructures

Several of the projects on the Roadmap require a global approach ESFRI has entered into a dialogue with the OECD Global Science Forum Major players are Australia, China, India, Japan, Russia, South Africa, USA Astronomy is an obvious area for global coordination Global Dimension ASTRONET – European Roadmap for Research Infrastructures

A new legal framework: ERI The main characteristics of the status of an ERI would be the following: Legal personality recognised in all MS; Reflecting spirit of a truly European venture; Non-economic research services (on basis of excellence); Flexible, to adapt to the needs; Providing some privileges and exemptions; Not a Community body, but being governed by a hierarchy of laws: Community, State(s), Statutes. Approval of the EC scheduled for July 23 ASTRONET – European Roadmap for Research Infrastructures
ESFRI Road Map Up-date 2008: strategic issues like energy, environement and climate change of growing importance; e-infrastructures also need more attention Implementation: some of the projects are already in place and new momentum will be sought under the French presidency based on Road Map Up-date Next Steps ASTRONET – European Roadmap for Research Infrastructures
