Final Remarks • Short-term budgetary issues • Do not expect revenue growth to suddenly accelerate • Much more emphasis on fees and tuition • Perhaps structural changes in universities—but they will be self-imposed—but such changes will not lead to reduction in needed revenues • State will do its best to piece together the budget with dollars moved from various accounts, with efficiencies, with transfer of assets, and other one-time acts that will get us through one more year • Long-term demographic and economic trends

  38. Recommendation Senior Staff recommends Committee approval to issue initial operating licenses to: • Binghamton University. Prior to offering the Masters in Educational Studies program to residents in Louisiana, the university must submit a notarized statement to the Board of Regents attesting to the fact that the program will not be marketed as leading to educational leadership certification in Louisiana. • Capella University. Prior to offering any Teacher Education or Education Leadership programs to Louisiana residents, the university must attain Level 1 or higher approval from the Louisiana Department of Education to operate the program. • Kaplan University. Prior to offering any Teacher Education or Education Leadership programs to Louisiana residents, the university must attain Level 1 or higher approval from the Louisiana Department of Education to operate the program.

  40. Recommendation Senior Staff recommends Committee approval to renew the licenses of: 1. Duplichain University for a period of 18 months. Within the 18 month period, Duplichain University shall provide evidence of successful SACS candidacy status. If granted, the Regents will consider extending licensure to allow for final, full accreditation review. If not granted, the Regents may deny further licensure. The university must submit a notarized statement to the Regents attesting to the fact that (1) its programs will not be marketed as leading to a teacher or educational leadership certification in Louisiana and (2) upon attainment of regional accreditation, the university will seek accreditation with either NCATE or TEAC.

  41. Recommendation 2. Lamar University. Prior to admitting new students after July 1, 2011, to any Teacher Certification or Education Leadership programs, the university must attain Level 1 or higher approval from the Louisiana Department of Education to operate the program. 3. Strayer University. Prior to offering any online programs in Education to residents in Louisiana, the university must submit a notarized statement to the Board of Regents attesting to the fact that the program will not be marketed as leading to teacher or educational leadership state certification in Louisiana.
