  5. Lower Lions Bay Water Line Replacement The Village of Lions Bay Underground Wiring Project Assumption Lower Lions Bay Water Line Replacement: Potential Underground Wiring Project 1) BC Hydro, Shaw and TELUS utilities would share a common trench and all be underground wired at the same time. 2) This will create an economy with in the project. lionsbay.ca

  6. Potential Underground Wiring Project Since Spring 2009, VOLB has been working with BC Hydro to submit a Beautification Grant by September 30, 2010. This submission has been completed, the Grant award will be announced by January 31, 2011. This potentially is up to a 1/3 Grant of the estimated cost of the Hydro portion of this project. BC Hydro projects costs at approx. $500,000. The Village of Lions Bay Lower Lions Bay Water Line Replacement: Potential Underground Wiring Project lionsbay.ca

  14. Home Owners Responsibilities • All civil work (supply, install, own the new duct) on private property. • This may require a new meter base. • Electrical Permit • BC Hydro Connection Charge ***

  15. BC Hydro Standard Charges 100A or 125A $ 605 + taxes 200A $ 855 + taxes 400A $1703 + taxes ***

  16. BC Hydro Contact: Marcel Eigenmann 604 983-8235 Marcel.eigenmann@bchydro.com

  17. Meter Base Location Options There are two options for the meter location. • Meter Base on the houseBC Hydro installs the cable (in customer installed and owned duct – 3” minimum) • Meter Base is located on private property near the street. Customer installs private cable to house from the meter base.

  18. Meter Base Location Options Meter Base located away from the house. BC Hydro cable MUST be in a 3” duct to the Meter Base. After the Meter Base the customer MUST use private cable. It can be in a duct or a special type of cable can be directly buried.

  19. Meter Base Trench in Rock Note the rock that needed to be worked with to dig the trench.

  24. Potential Underground Wiring The Village of Lions Bay Shaw Summary: The Municipality of The Village of Lions Bay with partnership with others utilities is undertaking a beautification project to remove all existing utilities aerial plant and replace it with the new underground plant. These include Lions Bay Avenue, Cloudview Place, Seaview Place including Park Marina. Our assumption is a common trench to supply and install Shaw’s new underground plant. 25. Summary of Shaw’s Total Contribution Towards Beautification Project The Village of Lions Bay This portion of work will be done utilizing a common underground trench shared by Hydro, Shaw & TELUS Mainline Public Infrastructure (off-site, along main Roads) Sharing underground common trenching cost:  Civil cont.cost of installing Shaw’s U/ground structures:$50 per meter, 1635m =$81,750  Shaw’s cost of supplying all underground materials: $25,000.00  Inspection and engineering cost: $2,500  Total Shaw contribution for public cost: $109,250 Lower Lions Bay Water Line Replacement: Potential Underground Wiring Project lionsbay.ca

  26. Summary of Shaw’s Total Contribution Towards Beautification Project The Village of Lions Bay This portion of work will be done utilizing a common underground trench shared by Hydro, Shaw & TELUS Service Entrance to each Home (on-site, on subscribers property) Sharing underground common trenching cost:  Civil contractors cost of installing $11 per meter x 60m = $660 per lot x :60 = $39,600  Shaw’s cost of supplying all underground materials:= $170 x60 $10,200  Inspection and engineering cost: $ 1,500.00  Total Shaw contribution for private portion: $51,300* * For Shaw Customers Lower Lions Bay Water Line Replacement: Potential Underground Wiring Project lionsbay.ca

  28. TELUS Project Comments The Village of Lions Bay Contractor Cost: 1) We expect savings when BC Hydro/TELUS/Shaw conduit is placed by the same contractor at the same time on the same tender. 2) Does not include the cost to punch a pipe under the railway since cost savings are possible when utilities are placed jointly. 3) When the public portion of the job is tendered, an optional separate cost can be requested from the contractor for the private property portion. Due to the efficiencies of scale in doing the 62 lots at the same time as the public portion, we expect the cost to be lower than each homeowner arranging for their own contractor. 29. Potential Underground Wiring The Village of Lions Bay Projected Cost to Residents of Lower Lions Bay Based on Worst Case Scenario Lower Lions Bay Water Line Replacement: Potential Underground Wiring Project Potential cost reductions: 1) Consultants advise a sole contractor for both the public and private portion will lead to cost savings, 2) Grants and Grants-in-lieu will create cost reductions a) BC Hydro Beatification Grant up to 1/3 of BC Hydro Costs b) Shaw Public Grant of $109,000 Shaw Private Grant of $ 51,000 c) TELUS contribution-in-kind lionsbay.ca

  30. Projected Costs to Residents of Cloudview Avenue , Lower Lions Bay Avenue and Seaview Place The Village of Lions Bay Based on Worst Case Scenario: : Shared area costs on Public Land: $15,000 per property Private Portion Costs: Option One – Underground wiring from to your home $3,000 to $10,000 per property * Option Two – Installation of a private pole, overhead wires from the road to your home ** Minimum $3,000 per property * Based on experience of the Utility Companies ** Utilities would bring wires underground up to the pole at the property line Lower Lions Bay Water Line Replacement: Potential Underground Wiring Project lionsbay.ca
