Emerging Issues .. • A Global phenomenon … • A global crisis unlike any other … Drivers: Increased demand for: • - Food • - Fuel • - Fodder • Coinciding with: • Global recession • Rising fuel price Rising input prices • Climate change
Emerging Issues .. • A crisis of a different kind - Not a typical covariate shock • Change “here-to-stay” (prices not expected to go down) • Has brought about structural changes in global and local prices

Climate change to a farmer…. • Signs … • Rainfall less predictable • Rainfall patterns – shorter/longer • Droughts/storms/Floods • Temperature • Implications • Difficult to plant in time • Require Seeds adapted to short seasons • Water scarcity • Effects worsened by land degradation
Emerging Issues ... • Whatever the cause, IMPACT in Africa is REAL and in various forms: Already Vulnerable communities sliding into even more desperate food security status Gains in addressing food security and poverty alleviation threatened for Millions
An external shock that requires widespread immediate emergency responses as well as structural adjustments and reforms Supply response capacity is intact but can agriculture provide the necessary response? Complexity of solutions lies in the multiple causes (including climate change worries) Traditional approaches inadequate How do Africa Respond ?

Land degradation and climate change are closely interlinked Land degradation increases carbon emissions and vulnerabilities to climate variability and change through: • Reduced land productivity and efficient use of water resources • Reduced land cover and below ground carbon • Water logging, compaction of soil • Change of micro -climatic conditions due to land cover changes Climate change will add to climate stress and accelerate land degradation through: • Intensification of hydrological cycle, i.e. heavy precipitation events promoting soil loss • Change in vegetation due to shifting climatic conditions • Climatic extremes triggering coping responses that erode the natural resource base

Rising Food Prices / Food Crisis • NEPAD Coordinated Multi-partner analytical backstopping support to country initiatives • Initial set of Sixteen (16/14) countries identified: • Receiving technical/analytical support in defining response options • Development of related investment programmes • Related resource mobilisation / Parterships Country Programmes • Conservation agriculture programme (Lesotho, Swaziland, Mozambique, Zimbabwe) – 20,000 farm households supported in applying CA to enable them crop

Climate Change • Africa Working Group on Climate, Agriculture, Forests, Land Use and Livelihoods - Information generation/synthesis and support to policy and continental level lobbying/advocacy - Advocacy and analytical support – linkages between agriculture productivity, poverty alleviation and food security, environmental resilience and biodiversity protection - Soil Carbon – Factor: COP 9 (2009) - Regional programmes supporting Scaling up the adoption of Conservation Agriculture
