MEASURES THAT ARE CURRENT IN USE • ANNUAL PUBLICATION OF THE TRANSPORT, COMMUNICATIONS AND METEOROLOGY SECTOR STATISTICS DOCUMENT • REPORTS THAT GIVE AN INDICATION OF: • TRAVEL TIME • COST OF TRAVEL • CONDITION OF TRANSPORT INFRASTRUCTURE
DATA COLLECTION METHOD • MINISTRIES RESPONSIBLE IN THE MANAGEMENT OF THE TRANSPORT SECTOR - PRIME MINISTER’S OFFICE – REGIONAL ADMINISTRATION AND LOCAL GOVERNMENT (PMO–RALG), MINISTRY OF PUBLIC SAFETY (MoPS) AND MINISTRY OF FINANCE (MoF) • TRANSPORT REGULATORY AUTHORITIES (TCAA, TAA, SUMATRA) • NATIONAL BUREAU OF STATISTICS (NBS) – NOW INCLUDES IN ITS HOUSEHOLD SURVEYS QUESTIONNAIRES RELATED TO TRANSPORT. THE FIRST ATTEMPT WILL BE THIS YEAR • MID • COLLECTS DATA RELATED TO TRAVEL TIME AND COST OF TRAVEL • THEREAFTER COMPILES ALL COLLECTED DATA AND PUBLISHES THEM ON ANNUAL BASIS
STRENGTH • A CLEAR INSTITUTIONAL FRAMEWORK EXISTS • LEGAL MANDATE • RESULTS OF THE STRENGTH • DECISION MAKERS HAVE BEEN CONVINCED THAT TRANSPORT SECTOR IS ONE OF THE MAJOR OBSTACLES THAT HINDERS SOCIO ECONOMIC GROWTH OF THE COUNTRY • BASING ON THE WEAKNESSES OUTLINED BY STATISTICS AND INDICATORS, A TRANSPORT SECTOR INVESTMENT PROGRAMME (TSIP) HAVE BEEN DEVELOPED • THE OVERALL OBJECTIVE IS TO REHABILITATE AND DEVELOP THE SECTOR SO THAT IT ADEQUATELY FACILITATE OTHER SOCIO ECONOMIC SECTORS TO ACHIEVE THEIR ASPIRATIONS • OVER 60% OF THE FINANCIAL REQUIREMENT FOR THE TSIP IS EARMARKED FOR ROADS DEVELOPMENT, A MEANS OF TRANSPORT THAT IS MORE ADEQUATE FOR RURAL PEOPLE
GAPS • LOW RESOURCE CAPACITY (TECHNICAL AND HUMAN) • LACK OF RURAL TRANSPORT INDICATORS • POPULATION OF TANZANIA ABOUT 36 MILLION, 75% OF THEM LIVE IN THE RURAL AREAS. POVERTY IS MORE SEVERE IN THE RURAL AREAS THAN IN THE URBAN AREAS AND YET WE DO NOT HAVE A CLEAR PICTURE IN TERMS OF INDICATORS ON HOW TRANSPORT SECTOR CONSTRAINS EFFORTS OF REDUCING POVERTY IN THESE AREAS. • LOW COMMITMENT BY DECISION MAKERS IN SEEING INDICATORS AS A DASHBOARD • ALTHOUGH DECISION MAKERS HAVE STARTED USING TRANSPORT STATISTICS/INDICATORS IN BASING THEIR DECISIONS, THEY ARE STILL RELUCTANT TO WHOLLY BUY THE IDEA THAT THEY ARE A DASHBOARD FROM WHERE ONE CAN MONITOR THE SPEED AT WHICH A COUNTRY OR REGION IS MOVING TOWARDS DEVELOPMENT
