  12. 1. Possibilities and Preparation • What opportunities are available to youth? • Have youth opinions been sought? • Do program staff encourage youth to try multiple experiences?

  13. 2. Participation • Do we know how youth in our communities are spending their out-of-school time? • Do we know what programs we have available? • Are all young people actively recruited for group membership? • Do youth have transportation to and from programs?

  14. 3. People • Who are the people interacting with our young people on a daily basis? • Have they been trained in youth development practices? • How do adults view youth? Threats? Resources? • Have adults been asked to share their special talents or skills? • Do adults role model healthy behavior?

  15. 4. Places & Pluralism • What kind of environments for development does the community provide? • What resources for youth are available in this community? • What can youth access on their own? • Are organizations inclusive of all youth?

  16. 5. Partnerships • Are youth included as partners and planners in programs? • Do adults believe that youth can make valuable contributions? • Do parents,youth leaders, teachers, clergy etc communicate about young people? • Do agencies work together?
