Why do we monitor nutrition status? “An indication of poverty is the prevalence of malnourished children” (http://www.oecd.org/dac/Indicators/htm/list.htm) “Growth retardation in early childhood is associated with significant functional impairment in adult life, and reduced work capacity, thus affecting economic productivity” (Bulletin of The World Health Organization, 2000, 78 (10)
How is it done? Baseline Survey/Mid-term Review/Final Evaluation IFAD technical advisor WFP China Office Measuring weight and height of children under 5 in sampled villages Project management staff and surveyors
First survey ( Shaanxi and Hubei Province) • September of 2000 • Equipment were purchased/ made in Beijing • 45 people were trained by IFAD advisor • 1200 children in 60 villages were measured • Data were analyzed in Beijing by EpiInfo 6.04 • Survey in Hubei was carried out independently without external assistance
Survey Results • Approximately 35% of children in the project area suffer from chronic malnutrition. • Small differences in the prevalence of malnutrition when the indicators are disaggregated by gender. • The malnutrition status in the two surveyed provinces are different. • Compared with rural average of 1998 in China, the malnutrition in the project area is more serious.
close collaboration between WFP and IFAD facilitated survey planning and implementation full support from Project Management at different levels is making the process sustainable random sampling methodology should be consistently emphasized measuring procedures need to be locally acceptable - such as need to cover children in blankets CONCLUSIONS - CHINA CASE STUDY Lessons Learned
FUTURE Malnutrition has become an important impact indicator in the M&E system of WFP/IFAD projects in China. Similar survey has been carried out in Guangxi province, and will be conducted in other new project areas.
