PMU ESTABLISHMENT Appoint all PDD within July 2014 Request the Staff (PMU) – Vehicles and all other logistical arrangement within July 2014 Prepare a cash flow statement for 12 months including PMU + Actual project Cost for a construction period of 12 months. Covering from X/2014 Cash flow requirement for each Zone, required for water connections for 12 months covering from X/2014 to 12 months by Addl. GM each Zones + Addl.GM (C/S) Vehicles, Staff, Incentive payments, Furniture's and Computers, PMU cost all included to project cost (included to BOQQ) However NWSDB staff has to be separately identified for PMU for supervision work, Construction work and Contract payment preparation etc and Funds for same is to be calculated and requested It is expected to finalize total costing by mid August 2014

INITIAL PREPARATION WORKS • Advertise in Mass Media about the programme indicating time limits, incentives, cost of the connection etc. with details of the area map, indicating the roads, • Publish before one month of calling bids, • Prepare a list of connections based on the information recorded. No. of connections based on roads. Prepare a summery reports based on each bids. Upgrade additions monthly, • Prepare a execution programme for 12 months, • Prepare a progremme for addition to the billing cycle, • Prepare a meter reading programme and prepare the manpower programme for commercial activities,

INITIAL PREPARATION WORKS Contd … • Once the project starts monthly summery details such as km length laid, No of connections given in month for each project has to be informed to respective Addl.GMM (Zones) for follow up actions, • Addl. GM (C/S) already prepared items required for house connection programme. Funding has to be identified, • Applications and brief notice shall be issued and consumers shall be encourage to pay and register prior to the construction of the pipe main, • Public shall be encouraged to have connection type Y which reduce the overhead when providing connection to the house.

INITIAL PREPARATION WORKS Contd … • Name of the GN division for each Beneficiary has to be included into appropriate form and summery should be obtained monthly, • Flat connection rate and Installments to be introduced, • Advance connection programme to be finalized by the DGMM/AGMM/ Managers and details of all the connection before commencement of particular month, • Are we allowing contractor to provide the connection or to use already available connection contractors ?? • Reduction of road excavation charges from the connection cost as connection will be given up to the fence (or to the house) while laying the pipes after the preliminary testing. Need to reduce House connection cost.

  29. MONITORING MECHANISM • Road wise connection programme shall be prepared (preferably indicating the type separately). Form already sent to DGMM. • Relevant DGM shall compile and submitted to the Addl. GMM, • Overall progress shall be monitored by Addl.GMM, • Material supply shall be monitored against master procurement plan.

CONSTRAINTS • Time required for importing materials (PE, Water Meters & Gun Metal Ferrules) • Opening of LC’s as early as possible to expedite material procurement • Road reinstatement • Allow for excavating newly asphalted roads • Burden (additional Resources/Cost) for road authorities for road damages • Type and method of temporary reinstatement • Additional resources requirement • Overtime payment for own staff for additional inputs (for supervision) • Willingness to obtain water connection • Campaign for public awareness • Incentives for acceleration. Suitable practical programme to be established

  33. PLEASE RECHECK THE DOCUMENTS ALREADY PREPARED. AVAILABILITY OF QUANTITY WITH SUFFICIENT RESIDUAL PRESSURE AND THE PROBABLE NO. OF CONNECTIONS SHOULD BE GUARANTEED BEFORE AWARDING THE CONTRACT
