Region IV Current Emphases * Catastrophic Planning – Florida specific for likely CAT event (hurricanes) * Disaster Housing Planning with States * Transition - HQ managed grants to Regional managed grants * NLE 2011 (Multi-State, Multi-Regional EQ Exercise)
Grants Management Division In the post-911 era, the number and complexity of grants and their concurrent management requirements has grown considerably. Cradle-to-grave management of grants in Region IV Include: * EMPG * EOCs * MMRS * Community Prep/Citizen Corps * Driver’s License Security Grants (By the end of the FY 2011, GMD will have responsibility for all these grants.)
Grants Management Division In the post-911 era, the grants portfolio of DHS-FEMA and DHS as a whole now includes special grants for special emphases and also for new potential grant recipients. Grants and/or Cooperative Agreements now include: - public sector recipients - private sector recipients (non-profits) - private sector recipients (for profit) - Tribal sector recipients
Grant Management Division Grant Proposal Development • Provides or brokers assistance to potential recipients in developing grants proposals • Issues and/or interprets grant policy and guidance • Provides assistance in “navigation” of grant processes Grant Award and In-Progress Assistance * Upon award, assists recipients in interpretation of guidance, provides periodic program/financial monitoring (not audits) Closeout and Final Reporting Assistance * Technical and administrative management of closeouts
Budget Outlook, FY 2011Currently in a CR, awaiting final Congressional action for FY 2011.Small reductions as part of overall budget economies. FY 2010 > State and Local: $ 3,015,200,000 • AFG: $ 810,000,000 • EMPG: $ 340,000,000 FY2011 • State and Local: $ 4,000,590,000 (EMPG, AFG moved to State and Local, FY 2011)
