Past events Jul 1995 - Executive Director first meetings with high EPA ranking officials; Dec 1996 - Meeting in WDC, with EPA, DOD, DOE Sep 1997- 1st Copenhagen at EEA Jul 1998 - 2nd Washington DC at OIRM Mar 1999 - 3rd Brussels at EU Commission Jan 2000 - 4th Santa Fe – Open Forum on Metadata Sep 2001 - EDEN-IW kick-off meeting in DK*** Jan 2002 - Brussels at EU Commission 2002 - 5th Joint meeting to be scheduled *** US-EPA did not attend due to Sep 11 event
EEA/US EPA Objectives The EEA and the US EPA (the Agencies) intend to improve the effectiveness of multilateral efforts to protect the environment by strengthening the exchange of information, on: - Reporting on key global environmental issues, - Coordination of initiatives, - Institutionalisation of regular bilateral consultations to discuss progress, identify actions, and optimise the use of information to fulfil their mandates and visions.
Elements of the co-operation • Joint action plans leading to formal agreements • Identification and implementation of mutually supportive and rewarding projects/activities • Periodical review of progress and plans (semi-annual meetings) • Joint working meetings (workshops)
Areas of co-operation • Jointly promoting standards: for environmental data harmonisation around metadata and data dictionaries (ISO 19117) • Sharing experiences: Building up environmental information systems in R&D projects (EDEN (EPA funded) are continued in EDEN-IW (EU Commission funded) • Developing commonalities: Terminologies/GEMET
Results of co-operation • Joint technical articles for EU and US public • GEMET usage in the Electronic Data Registry (EDR) of US-EPA • Participation of US-EPA in the EU-Commission (IST program of DG InfoSoc) funded EDEN-IW project together with EEA’s ETC Water partners • Adoption of experiences of US-EPAs Envirofacts data warehouse for EEA’s reference centre
Shared benefits • Increase the efficiency of environmental information gathering and provision through the usage of shared standards • Develop a common instrument to improve the understanding of environmental problems • Take a concrete step towards the implementation of the NTA • Develop international partnerships • Facilitate the exchange of environmental data • Exchange best practise and environmental knowledge
The continued prospects • Area of best practise in environmental information technology and systems • Deepening and extending (to other partners) current co-operation (like in EDEN-IW) • Promoting transfers of information and experiences to the increased EEA network of now 29 European countries • Establishing a more pro-active (away from reactive) approach to environmental information in the spirit of the ‘Aarhus convention’ (EU) and the ‘freedom of information act’ (US)
Suggested expanded prospects • Exchange of best practise to environmental monitoring on medium and long term environment and health monitoring • Jointly review indicator developments • Jointly discuss experiences and share assessment methodologies
