GENERAL COMMENTS • VERY LIVELY AND SELF DISCIPLINED DEBATE • A GENERAL CONVERGENCE ON SOME BASIC PRINCIPLES
THE ROLES OF THE COMMISSION/MS/REGIONS • A GENERAL FAVOUR FOR SUBSIDIARITY (two stages planning:priorities and major objectives agreed between Commission,MS and Regions; detailed measures and financial tables competence of the MS) • A BIGGER ROLE FOR THE REGIONS
SIMPLIFICATION EVERYBODY IS IN FAVOUR BUT: • SOME THINK THAT MAJOR REFORM IS NOT NECESSARY ALSO BECAUSE ANY CHANGE MAKES LIFE MORE DIFFICULT (not dramatise the issue) • BETTER TO ABOLISH RULES THAN TO CHANGE THEM
SIMPLIFICATION OVERWHELMING MAJORITY FOR: • ONE SINGLE FUND or at least • UNIFORM RULES FOR ALL FUNDS
FINANCIAL CONTROL • THE MAJORITY THINKS IT MUST STAY WITH THE COMMISSION BUT: • FOR SOMEONE THIS IS NOT THE CASE IN CO-FINANCED PROGRAMMES LIKE THE SF • FOR OTHERS SHOULD BE PROPORTIONAL TO THE FINANCIAL CONTRIBUTION
FINANCIAL CONTROL BUT IN ANY CASE: • FC SHOULD BE MODERNISED (e.g. risk analysis, learn from the private sector) • WE NEED LESS AUDITS (e.g. single audit institution, common audit agenda, more co-operation with the national audit bodies)
TRIPARTITE CONTRACTS IN GENERAL FAVOURABLE COMMENTS ALSO BECAUSE IT WILL CHANGE THE RELATIONSHIP BETWEEN THE COMMISSION AND THE MEMBER STATES, AND IT COULD INCLUDE THE ACQUIS (basic principles of sound financial management)
TRIPARTITE CONTRACTS - DANGERS • TOO MUCH DIFFERENTIATION BECAUSE OF THE DIFFERENT BARGAINING POWERS • TOO DIFFICULT TO CHANGE THE PROGRAMMES • A BIT ABSTRACT (WHY ONLY THREE PARTNERS?)
FINAL COMMENTS 1. PROBABLY IT IS DIFFICULT TO ADAPT RULES CREATED FOR THE CENTRALISED STATE TO A SITUATION OF MULTI LEVEL GOVERNANCE 2. IT IS NECESSARY TO GIVE MORE EMPHASIS TO EVALUATION BOTH EX ANTE (THE SYSTEM AUDIT) AND EX POST (EMPHASIS ON RESULTS)
