Definition An environmental management program is a formal set of procedures or activities designed to assign responsibility for and measure performance in achieving its environmental objectives and targets. Includes the means and timeframe by which the objectives and targets will be achieved.

  5. Environmental Management Programs An environmental management program should define: • responsibilities • resources • objectives • documentation • schedules • Should be effectively aligned with existing management system elements

  6. Examples of Existing Programs • Budget and Planning Process • Measuring and Monitoring Systems • Appraisal and Award Systems • Existing E. Plans and Programs: • NEPA • Clean Air Act Section 112(r) Risk Management Program • Emergency Response Program • Energy Conservation Program • Ride Share Program

  8. Linking Objectives to Programs • Start with EMS objectives • Match programs to objectives • Review current programs for non-conformance • Correct non-conformance in programs • Initiate new programs for objectives without existing programs

Review Current Programs for Non-Conformance • Many management plans are static and don’t require improvement in performance • Explicitly describe EMS objective • Describe actions to achieve objective • Define required resources • Establish responsibilities • Provide documentation procedures • Include schedules • Periodically review

  10. Correct Non-Conformance • Add EMS language • Add data for EMS target • Identify actions to achieve target • Assign responsibilities for actions • Establish schedule for implementing actions
