Objections to Ground • If either team objects to the ground or the way it is marked, must tell referee: • BEFORE THE GAME • Referee will attempt to resolve the objection and must not start the game if any part of the ground is considered dangerous
Law 3 Number of Players Definitions • Temporary Replacement • A Player who temporarily replaces a teammate who leaves the field for blood • OR replaces a front rower who has been sin binned or to get a mouth guard • Permanent Replacement • A Player who replaces an injured teammate • OR front rower who has been sent off
Replacements • Permanent Replacement • If a player is injured and permanently replaced that player must not return to the match • Decision • National Representative game • Doctor • Other game • Medically trained person • OR referee • If in the referee’s opinion the players is too injured to continue we may order them from the field
TemporaryReplacement • Player may be temporarily replaced to have bleeding controlled/open wound covered • Blood player must return within 15 minutes (actual time) or cannot return at all • If temporary replacement is injured they can be replaced • If the temporary replacement is sent off the blood player may not return • If the temporary replacement is sin binned the blood player may not return until the 10 minutes is up
Substitutes • Can only be used as a substitute once • However can replace: • An injured player permanently or a blood player temporarily or permanently • A Front Row player who is injured, sin binned or sent off
Objections to numbers • Anytime a team may object to the number of players on the field • If there are too many the referee orders captain to remove player/s • PK to opposition at where play would restart • NO CHANGE IN SCORE
Front rowers Nominated Players Front Rowers 20 or less 3 21 4 22 5 • If a Front Rower is sent off, sin binned, injured or leaves the field to obtain a mouth guard and there aren’t any more suitably trained Front Rowers from that team then uncontested scrums will be ordered
Front rowers continued • However if another front row player is able to be substituted in (ie a prop who can’t play hooker or vice versa) they must be, before any other player • Uncontested scrums the same except no pushing and the team that puts the ball in must win the ball (No 8 can pick and go) • After sin bin or mouth guard obtaining player returns to the field the player who replaced them leaves and is free to rejoin the match at any time
Players wishing to rejoin play • If a player leaves to attend to an injury or to have bleeding controlled the player must not return until the referee permits and the ball is dead • If a player returns without the referee’s permission and the referee believes the player did so to help his team or obstruct the opposition • PK where play would restart
Law 4 Clothing • Mouth guard • If a player is sent from the field to obtain a mouth guard, they can not be replaced for 10 minutes. After that 10 minutes they may be permanently replaced and cannot return • EXCEPTION - if they are a Front Row player and they are wearing a mouth guard
Clothing • If a Referee/AR during inspection before the match tells a player they are wearing a banned item of clothing and they are found to be wearing that clothing on the field then the player is SENT OFF for misconduct • PK at place where play would be restarted
Clothing • Must not leave the playing area to replace clothing unless bloodstained
Law 5 Time TIME LOST • Injury • Stop time for no more than 1 minute • May allow time to continue while a player is treated on field • Have discretion if serious injury to allow more time
Law 5 Time continued TIME LOST • Replace clothing • When ball is dead allow time to replace badly torn shorts/jersey/boots • Time is allowed to retie a boot lace • Replacement and Substitutions • Time allowed • AR report foul play • Time allowed
Law 5 Time continued • Lost time is made up in that half • Referee has power to stop game at any time if continuing would be dangerous • If time expires and an awarded scrum or lineout has not been completed, the game continues until the next time the ball is dead • If a PK/FK/Mark has not been completed play continues • Time continues for conversion kick • If hot and humid one water break per half of max 1 minute

AR v TJ • AR • Kicks at goal, touch, touch in goal, foul play • Appointed by match organiser • May assist referee as directed by the referee • TJ • Kicks at goal, touch and touch in goal only • Appointed by match organiser or team involved in match
Referee • Before the Match • Toss: Winner chooses direction or to kick off • If the winner chooses the direction, the opposition must kick off • If the winner chooses to kick off the opposition chooses the direction • No ‘we’ll receive’ • No ‘they can kick’
Referee-During Match • Time, score, allow players to enter/leave playing area • Can alter decision only when • AR signals touch • AR signals foul play
Referee-During Match • Consulting others • AR- Duties, Time Keeping, Foul Play • TMO if referee is unsure • Touch down or try being scored, foul play involved or in touch/touch in goal/dead ball • Kicks at goal • Time Keeper • Referee must not consult with anyone else
Referee-During Match • Whistle • Start/End of half, try, touchdown, PK, Foul Play, in touch, unplayable • If blow whistle to stop play for foul play and a player is sin binned or sent off MUST whistle a second time for PK or PT • Blow whistle if dangerous ie scrum collapse/lifted up or serious injury
Referee-During Match • Injury • If play stops for injury when there is no infringement and the ball is not dead. Restart with scrum, team last in possession throw in, if neither team in possession attackers throw in • Definition – Attacking team? • Attacking team – the opponents of the defending team whose half of the ground play is taking place • Therefore possession is irrelevant
Referee – During Match • Ball or ball carrier touches referee and no advantage to either team - Play on • If either team gain an advantage, play restarts with a scrum awarded to the team last in possession • If In Goal and an advantage gained • Attackers in possession - Try where contact • Defenders in possession - Touch down where contact
Referee – During Match • Ball In Goal touched by a non-player • Referee judges what would have happened next and awards a try or touchdown • If a player is sent off/sin binned the referee must fill out a report
AR/TJ-Before the Match • Referee has control over both AR/TJs may overrule their decisions • If a AR/TJ is not up to standard the referee can order them to be replaced • If AR/TJ is guilty of misconduct referee can send him off and fill out a report
AR - During Match • In touch except when judging kicks at goal • May enter playing area to report foul play may only do this at next stoppage
AR - During Match • Raise the flag when ball in touch • When ball is thrown in lower flag • EXCEPT: • When wrong team throw in • When thrower puts foot in field of play • At a quick throw in, when the ball is replaced by another, or if the ball is touched by anyone else other than the thrower
AR - During Match • It is for the referee and not the AR/TJ to decide whether the ball was thrown in at the correct place • AR must write a report if because of a AR report a player is sent off or sin binned
