What is IGAP? • Indian Environmental General Assistance Program. • Non-competitive funding source provided by EPA • to tribes and tribal consortia. • Provided to help build tribal capacity to plan, • develop and administer tribal environmental • protection programs consistent with the federal • laws that the EPA is charged with implementing. • Intended to assist tribes with opportunities for • meaningful participation in policy making and • standard setting. Information contained within this presentation was gathered from the IGAP Guidance on the Award Management of General Assistance Agreements for Tribes and Intertribal Consortia (May 15, 2013)

  3. GAP Guidance • This Guidance provides a consistent national framework for building tribal environmental • program capacity under GAP. • It is designed to strengthen GAP and enhance tribal environmental protection programs. http://www.epa.gov/tribal/

  4. How can IGAP funds be used? The following slides include generally allowable costs. It’s important to check with your EPA Project Officer for approval.

  5. Allowable Costs The following slides detail costs that are “generally” allowable under GAP. Here are some questions to consider before making purchases: • Is the purchase allowable under 2 CFR Part 225 • “Cost Principles for State, Local, and Indian Tribal Governments” • Has EPA approved the current work plan and budget? • Does the purchase directly relate to your current work plan • components and commitments? • Does the purchase fit within your approved • budget category? • 2 CFR Part 225: • http://www.whitehouse.gov/sites/default/files/omb/fedreg/2005/083105_a87.pdf

Outreach and Education • Community meetings. • Youth engagement activities. • Websites. • Newsletters. • Radio announcements. • Facebook, Twitter, etc. Trainings & Conferences • Conducting a training. • For the dissemination of technical information • (facility rental, supplies, light refreshments, • meals, trainer fees, training material, etc) • Attending a training to increase • general & media specific knowledge. • (Travel costs, registration, staff / council, etc) • Local, regional, state, national • environmental forums.

Solid Waste Implementation • Establishing a recycling program. • Conducting a clean-up. • Planning & feasibility studies. • Establishing safer waste handling • procedures and processes. • Community education. • Purchase, repair, upgrade and • replacement of waste management • supplies & equipment. • * Restrictions: Trash collection, transportation, • backhaul & disposal services which are • generally outside the scope of programs • administered by the EPA.
