  1. PROGRESS ON RENEWABLE ENERGY MALAYSIA APEC EXPERT GROUP MEETING 5-7 March 2002 Hawaii, USA by DR. SALIM SAIRAN Managing Director Tenaga SPL Sdn. Bhd. Tel : +603 - 7960 0296 Fax : +603 - 7960 0294 E-mail : salim-tspl@tnb.com.my

  2. SCOPE OF RENEWABLE ENERGY (RE) Potential RE Resources in Malaysia • Biomass • Landfill Gas • Municipal Waste • Solar • Wind

  3. POTENTIAL CAPACITY FROM RE • Palm Oil Waste Products - 600MW • Rice Husk - 60MW • Municipal Waste - 40MW • Landfill Gas - 30MW • Solar - 10MW • Wind - 1MW

  4. PALM OIL WASTE POTENTIAL • EFB, fibers, shells and biogas generated from palm oil effluent • 8.5 millions tonnes of EFB • Potential suppliers: FELDA, Guthrie, Private Mills • Power Generation & Cogeneration

  5. SOLAR POWER POTENTIAL • 5.5 kWh per square metre per day • Electricity in niche areas such as rural area & islands • Ministry of Defence, Ministry of Rural Development, Langkawi Development Authority (LADA) • Sabah and Sarawak, East Malaysia

  6. GOVERNMENT OF MALAYSIA TARGETS ON RE • Fifth Fuel Policy • RE to contribute 5% of the total national energy consumption by year 2005 • Government provides incentives and tax exemption in 8th Malaysian Plan • “Kick-Start” Package for first 20MW of RE from Biomass

  7. SMALL RENEWABLE ENERGY PROGRAMME (SREP) • Limit to 10MW or less • TNB to purchase at 13-17 sen/KWh • 2 Renewable Energy Purchase Agreements (REPA) signed • Bank offers 5% interest for first RM 5.0million • Application from 20 developers total capacity 100MW

  8. OFF GRID AND REMOTE AREA USING RE • Cost of Supply is higher than Revenue (mostly diesel) • Aim to reduce losses (remain a loss) • Seek proposals on technology • Solar Hybrid with Diesel Generator • Program to retrofit existing stand alone diesel set each 40-200KW

  9. ADVANTAGES OF SOLAR • Modularity • No Harmful Exhaust • No Maintenance • Last More Than 20 Years • One Time Payment • No Fuel Price

  10. AREAS OF ASSISTANCE ON SREP AND REMOTE SUPPLY • Detail Feasibility • Technical Consultancy • Innovative Financing • Project Developer • Project Management • Project Implementation • Operation & Maintenance

  11. SOME RE UTILITY- LED PROJECTS Past • Feasibility on Landfill Gas Power Generation, Puchong Present • Landfill Gas Power Generation, Puchong (5MW) • Feasibility on Palm Oil Waste at Kota Tinggi & Bandar Muadzam Shah (16MW) • Feasibility on Rice Husk, Kedah (10MW) • Solar Power Hybrid, Langkawi (60KW) Future • Landfill Sites for Power Generation (15MW) • Palm Oil Waste Power Generation (20MW) • Solar Power Hybrid, Sabah and Sarawak (1MW)

  12. ALTERNATIVE TRANSPORT FUEL • Palm Diesel (Methyl Ester) • Field Trial Test • Cleaner Exhaust Emission • No Abnormal Wear & Tear • Comparable Fuel Consumption • Meet Supply/Demand For Diesel

  13. PROJECT SCHEDULE • 500,000 TPY Capacity • Detail Feasibility Study 2002 • Biodiesel (Malaysia) Sdn. Bhd. 2003 • Market Penetration 2005 • Consortium MPOB, Petronas and Palm Oil Industry

  14. SUMMARY STRATEGIES ON RE • Support Government RE Fifth Policy • Consolidate RE Activity to meet Targets • Least Cost for Remote Electricity Supply • Launch Commercial Demo Projects • Innovative Financing • Introduce Clean Development Mechanism • Develop Expertise & Knowledge on RE
