The Project – Phase I Create a statewide initiative from a local project, by connecting the six county courthouses of the San Luis Valley, to create a system of shared “real-time” data sets that will be used for regional planning and statewide information benefiting economic and community self development. Demonstrate how rural communities can take advantage of broadband access by connecting “real-time” programs. Programs that have been designed and implemented in the San Luis Valley as early as 1994, like E911 Authority Board and GIS/GPS Authority Board.
Phase I - Goals INVENTORY DATA SETS STANDARDS IDENTIFY INFRASTRUCTURE GAPS REQUEST FOR QUALIFICATIONS
“Real Time” Data Sets • Examples of data sets include; Plat maps, housing starts, fees, permits & sales. • “Real-Time” data sets available to key public entities including; government, business, non-profit organizations & citizen based initiatives from community, county, Valley, state, and national levels. • Key public entities include; County Commissioners, clerks, assessors, sheriffs and planners. • Cohesive network of critical information. • Shared responsibilities & benefits between State and Region for planning demographics for more efficient day to day operations for all of Colorado. • Creates advantage for business development to all of Colorado. • Critical & beneficial for emergency preparedness and homeland defense.

Big Picture… • Project Recommendations: • Establish Data Standards – Statewide/National/International • Establish a Base System • Start a Statewide Inventory/Survey • Select a Method of Establishing State Standards • Project Potentials: • Standardization of method of recording, storing, sharing data • Model for 49 other States to possibly replicate – research what other single systems may be currently available. • All 64 county’s gain the staff expertise and history of the other 63 for data documentation, storage, usage, legal research, etc… • A statewide Reverse 911 will be put in place, with shared “real-time” data set so a Colorado statewide Reverse 911 system becomes a benefit gained from sharing data infrastructure.
