FCEM&HS Emergency Management Authority Franklin County Emergency Management and Homeland Security (FCEM&HS) is authorized under Chapter 5502 of the Ohio Revised Code and organized under the 1988 Countywide Agreement to coordinate countywide all-hazards emergency management and disaster preparedness functions for the 42 local government jurisdictions of Franklin County. Ohio Revised Code 5502.21 – 5502.51 • “Emergency management” includes all emergency preparedness and civil defense activities and measures, whether or not mentioned or described in sections 5502.21 to 5502.51 of the Revised Code, that are designed or undertaken to minimize the effects upon the civilian population caused or that could be caused by any hazard and that are necessary to address mitigation, emergency preparedness, response, and recovery.……that includes all those activities and measures designed or undertaken to minimize the effects upon the civilian population caused or that would be caused by any hazard and to effect emergency repairs to, or the emergency restoration of, vital equipment, resources, supplies, utilities, and facilities necessary for survival and for the public health, safety, and welfare that would be damaged or destroyed by any hazard. Integrating Risk Management into the Homeland Security Enterprise Background • Franklin County Emergency Management & Homeland Security (FCEM&HS) takes a risk-based approach to the Homeland Security Enterprise business model. • Integrated Risk Management is a process to fuse, unify, and inform the Homeland Security Enterprise.  The Homeland Security Enterprise (HSE) is the “whole community,” involving partnerships among emergency management, law enforcement, public health, local/state/federal government, private sector, nongovernmental organizations, faith-based & community-based organizations, and the public.   20. IRM in Review We are all part of the Homeland Security Enterprise. Risks  Capabilities  Gaps  HSE Decision Making = IRM. Successful implementation of both IRM and NPS in Franklin County rests on participation of Franklin County decision makers. End-state: an informed body of leaders in Franklin County who understand our risks, capabilities and gaps and use that knowledge as part of the HSE to shape policy and funding. Why Prepare? • Being prepared can reduce impact of disasters or avoid danger completely. • Local government/disaster relief may not get to you for 72 hours. • May have to provide your own shelter, first aid, food, water, and sanitation for three days. • Know what to do and where to seek shelter immediately. • Be ready to evacuate and take refuge in public shelters. • Know how to care for basic medical needs.
