  2. Telecommunication Standardization in Sri Lanka

  3. Legal context Sri Lanka Telecommunications Act. No.25 0f 1991, as amended in 1996, provides for all Telecommunication Standardization activities to the sole responsibility of the Sri Lanka Telecommunication Regulatory Commission (TRCSL)

  4. Current Condition of Standardization activities - Formulating technical specifications to telecommunication terminal equipment based on ITU Standards. - issuing certificate on type approval to terminal equipment. - giving technical advice and information on standardization activities.

  5. Existing Local Testing facilities • Availability of both laboratory facilities & equipment and Human Resources with the TRCSL is presently limited. - Due to these limitations, TRCSL has facilities for testing only a limited number of Subscriber premises equipment.

  6. Adoption of Standards TRCSL generally adopts all the ITU Telecommunication Standards.

  7. Future Plan • TRCSL plans to expand it’s standardization activities in the future and the necessary Human Resources are now being developed. • - These include participation in Technical conferences on Telecommunication standardization organized by the ITU or APT and study visits by staff of TRCSL to familiarize with Telecommunication Standardization activities in developed countries.

  8. Type Approval Procedure in Sri Lanka

  9. What is Type Approval Type approval is the term for the Process of determining and registering the kind of equipment that can be bought and used in Sri Lanka without causing interference or long or short term damage to the network

  10. Why Need Type Approval Type approval is the requirement for Radio and Telecommunications terminal equipment to comply with specific technical standards. Sri Lanka adopts ITU telecommunication Standardization .

Legal provision In terms of provision of section 5(1) of the Sri Lanka Telecommunication (Amendment) Act No.27 of 1996, The terminal equipment requires Type Approval from the commission (TRCSL) Schedule 2 of system licence issued to operator authorize the connection of telecommunication equipment which is of a type approved by the Commission

  12. Which equipment needs type approvals • All Telecommunication Apparatus • which connects directly to a public • telecommunications Network such as • Telecommunication instruments • Fax Machines • PABXs • Cordless Telephones • Mobile Phones • Data Modems

  13. WHO CAN APPLY FOR TYPE APPROVAL • Local Manufacturers • Licensed Operators • Authorised Importers.

  15. Vendor Licence The Vendor Licence is the permission issued by the Commission to manufacture ,import, sale, offer for sale, deal in, transfer, hire, lease, demonstrate, maintain or repair of any telecommunications equipment and radio equipment in Sri Lanka.

  16. Legal Provision In terms of provision of section 21 of the Telecommunication (Amendment) Act No.27 of 1996, No person shall by way of trade manufacture, import, sale, offer for sale, deal in, transfer, hire, lease, demonstrate, maintain or repair of any telecommunications apparatus except under the authorized of a licence issued by the Commission. Every person who contravenes the provision of the subsection shall be guilty of an offence under this Act and shall be liable on conviction to a fine not exceeding ten thousand rupees and in default of payment of such fine to imprisonment of either description for a term not exceeding three months

  18. Kinds of type approval There are two kinds of type approvals granted by the Commission • Provisional Type Approval (PTA) • Full Type Approval (FTA)

  19. Applying for PTA • The duly completed Type approval • application form should be submitted to • the Commission along with • A letter of request for PTA • A Sample • Factory test report • Technical specifications • Cont.,

User manual / installation CD • Declaration of conformation report • System drawings / circuit diagram • Copies of type approval granted by any other countries • Note : Type approval application from can be obtained from the telecommunication Regulatory Commission of Sri Lanka without any payment or also can be down loaded from websitewww.trc.gov.lk

  21. How does the customer know the status of application The status of the application can be checked online by entering the reference number given by Commission

  22. Granting PTA Based on the test results and the model features the Commission will issue PTA which will be valid for a period of six(06) months. No fees is levied for granting PTA

  23. Applying for FTA The following documents have to be Submitted to the Commission * A letter of request for FTA * Copy of the provisional type approval (PTA) * Field report * List of customers who use these equipment * Customer faults analysis report

  24. Granting FTA • Full type approval (FTA) will be granted for a period of five (05) years taking into consideration the performance of the apparatus and the information provided by the applicant. • No fee is levied for granting FTA • FTA can be extended after expiry of FTA if the customers require FTA further. • Cont.,

  25. Any future changes in models design etc. will require fresh type approval from the Commission • Commission will require a minimum of two weeks to grant type approvals.

  27. Entitles for granting type approval Organization:- Telecommunications Regulatory Commission of Sri Lanka  Division (a) Network Division (for wired telecommunication equipment) (b) Spectrum Division (for Wireless equipment )

  28. Challenges *ITU Standards and other internationally accepted standards for all (wired and wireless) telecommunication equipment. *Testing procedures for granting type approval (Testing Method)

  29. *EMC Standards/safety and quality standards *Analyze compatibility with proper frequency use. *To set up a standard test laboratory.
