Applicability of ABCD in large scale programs May 31st 2013, Antigonish – Canada
The Question Are ABCD principals, tools and methodology applicable to larger programs that work with hundreds of communities? • What are the challenges? • What are the opportunities? • How can we do it?
The scenarios 1. If Yes: • What are the challenges? • What are the opportunities? • How can we do it? 2. If No: • Why not?
The Principles • Everyone has assets • Relationships Build a Community • Collective Assets • Citizens at the Center • Leadership (Transformational Leadership) • People Care About Something • Maslow's hierarchy of motivation
The Principles continue …. • Motivation to Act(Create an environment that is conducive for self-motivation) • Listening Conversation (Active listening) • Ask, Ask, Ask • Citizen-Centered • Ownership by citizen and community • Institutions as Servants for the people • Recognition (internal recognition)
The Tools • Asset Mapping • Appreciative Interview • Transect Line • Inventory of Skills • Inventory of Association and Institutions • Leaky Buckets • Historical Line
The Methodology • There is no “blueprint • Identifying communities • Building relationships with community members • Implementation of tools …….
If answer to main question is ‘No’ why not? • Uncalculated risk • Reputational risk if fail • Disillusioned community if fail • Tool may not be applicable for large programs
If answer to main question is ‘Yes’ Challenges: • Managing resources in scalability • Time • Skills • Money • Impact (Sustainability) • Monitoring and Evaluation
If answer to main question is ‘Yes’ ... • Local government misunderstanding • Resistance to change • Management of the transition phase • Outliers (Stubborn and off tracks) • Mindset and need-based approach of other development partners • Lack of alignment
Opportunities • Availability of local resources • Engaging with existing social organisations and partners • Costs saving (operational, program etc) • More potential for success • Diversification of income source • A body of evidence (Centre of Excellence) • Better able to lobby with other agencies and government
How can we do it? • Pilot projects • Start small and replicate incremental • Innovative and creative • Clustering of communities • Social incubation • Adopting the tools • (The tools may need to be adapted to the situation of larger programs)
Conclusion • No concrete answer to the main question, However; • We should learn as we implement ABCD • We should start with smaller scale and incrementally replicate • Piloting and replications should be regularly monitored and evaluated • Adopting the tools might be required
Additional food for thought • What is the limit for ABCD intervention? Where the role of government start? • Rights of citizens • Accountability of government • In ABCD we focus on local (micro-level) assets. What should be done not to lose the macro level assets?
Thank you Any Questions?
