CTSA’s Grow Healthy Communities
The Birth of CTSA’s Transportation Crossroads - 1979 • Reduce Duplication • Leverage Assests • Enhance Service • AB 120 • Let’s create CTSA’s! • Not enough $ • Wasting of $ • All these vans! • Public Transit • Private Transit • Agency Transportation • Duplication of Effort
That didn’t go as planned! So what happened? Some counties/MPOs-RTPAs designated themselves CTSA’s Nothing happened. 1 2 Some MPO’s created then abolished CTSA’s Some are now putting them back. Some areas created CTSA’s that did little Took the 5% TDA to do what they were already doing. 3 4 Some CTSA’s thrived! Innovative, Flexible, Exceeded Expectations.
Successful CTSA’s: Mobility Management and Building a Menu of Services CTSA services enhance mobility options for the community, compliment fixed-route services, and save the transit district and social service agencies money. Transportation Provider Support Services Community Services ADA Paratransit ADA Eligibility Travel Training Mobility Coordinators Local Creative Options • ADA Eligibility • Travel Training • Driver Training • Vehicle Maintenance • Dispatch Services • Volunteer Driver • Mileage Reimbursement • Info and Referral • Loaner Vehicles • Consulting • Vehicle Rentals • Paratransit Service • Agency Trips • Shuttles • Contract Service • Brokerages Provides ADA compliant origin to destination service to eligible individuals unable to ride or navigate fixed route transit. While expensive to operate, the service is a civil right for those eligible and detailed regulations govern service delivery. CTSA services compliment fixed-route services, save the transit district money, while enhancing mobility options. Older adults and persons with disabilities may have little experience with fixed-route transit. Teaching people how to navigate and use fixed route transit can provide riders with greater independence while most effectively using limited public transit resources. Mobility Coordinators are effective at advising prospective transit riders on the most appropriate service for their needs and abilities. • Shared Vehicle • Volunteer Driver • Mileage Reimbursement • Driver Training • Vehicle Rentals • Contract Services • Consulting • Vehicle Maintenance • Creative programs round out the menu of CTSA services.
? Some agency is going to be the CTSA. Who will bring the innovation? Who will bring the creativity? Who will be the “go to” agency for providing special transportation services? Are you ready to lead?
How do we do it? How will we pay for it?
Building Your CTSA There is no “one size fits all” when it comes to creating the right combination of services for a community. And not everything needs to be done at once. Often it’s best to take one step at a time. Build Plan Identify • Programs • Transportation • Travel Training • Eligibility • Maintenance • Consulting • Volunteer Driver • Mileage Reimbursement • Dream it, Do it! Listen What comes first? Decide Where are the resources? What does the community want/need? Who do we want to be? If you build it, they will come…
Monetize Core Competencies Diversify Revenue FUNDING OPTIONS TDA/STA LOCAL SALES TAX PUBLIC GRANTS (Federal/State) REGIONAL CENTERS STATE DEPARTMENT OF REHAB MEDI-CAL CITIES AND COUNTIES PRIVATE GRANTS/DONATIONS CONTRACT TRANSPORTATION WHATEVER WE CAN SELL Would it make sense to add a Travel Training component?
Who do we want to be? Interagency MOU Joint Individual Are we ready to lead? Considerations Impement all at once Phase in by community Level of outreach What’s our Strategy? Listen, Plan, Execute Include Travel Training? Any other areas we can offer assistance?
Everyone Wins! From the judicious allocation of taxpayer resources to providing more creative and flexible mobility options, successful CTSA’s elevate and empower individuals and communities.
