I-Setting up CDM in Morocco • KP Ratification : 2002 • Designation of CDM DNA by ministerial order : 2002 • CDM National Strategy with UNDP-UNEP support : 2003-2005 “Learning by doing” Approach at different levels through concrete pilot projects • IMPLEMENT AND OPERATIONALIZE NATIONAL CDM STRUCTURES AND PROCEDURES • DEVELOP CDM NATIONAL CAPACITY BUILDING • PROMOTE CDM MOROCCO CD4CDM project
II –CDM National structures and procedures Implementation of the institutional setting for monitoring CDM activities in the country: CDM DNA CDM DNA activities • a regulation activity to set the CDM project evaluation and approval rules and procedures (prerequisites for subsequent validation and certification); • a promotion activity centered on capacity building and marketing CDM DNA structure • a CDM National Council (CDM NC) • a Permanent Secretariat of the National Council (CDM PS) Ministry of Land-Use Management, Water and the Environment (CCU).
Approval and Evaluation Procedure of CDM Projects PIN received by the DNA Preliminary Evaluation Based on the PIN (response announced by the DNA: maximum within 2 weeks) not accepted In-depth Evaluation Based on the PDD (response transmitted by the DNA: maximum within 4 weeks) Approval letter delivered to the project promoter by the Moroccan DNA

III-ENHANCE NATIONAL CDM CAPACITIES -Organization of 6 WS in 2003-2004 to enhance the capacities of : • the national experts (private consultancy ,individuals and economic operators )on CDM project preparation: development of PDD; • the project proponent on the CDM possibilities and on theirs project portfolio • the financial sector operators on the CDM opportunities and on their role in this mechanism development 5 regional WS , NA-ME CD4CDM Project CDM-Morocco Intiatiation a CDM Morocco’s Expertsnetwork

VI- Next steps • Enhance local capacities in particular in the areas of validation and verification procedures , contract negotiations • Develop more CDM projects in promising sectors : Renewable energy, wastewater units, landfills, Hydropower, transport, energy efficiency , forestry.. • Develop the involvement of civil society in CDM, in particular active NGOs on the ground, so that we can benefit from this mechanism of small scale projects with positive social and environmental impact.
