Mission Australia • Mission Australia is a non-denominational Christian organisation, which operates more than 300 community and employment services across Australia for disadvantaged people. • In 2003/04 Mission Australia’s Community Services provided assistance to 73, 598 people across Australia. • Our main focus is five target groups – families, youth, homeless people, communities and employment. • Our underlying aim is to support individuals and communities to strengthen and increase their capacity for independence.

  4. Day Patrol Operating hours are Monday to Friday 6am to 4 pm (excluding public holidays). Day Patrol’s target group are clients who are living an itinerant lifestyle. Night Patrol Operating hours are Monday 4pm to Midnight. Tuesday to Friday 2pm to Midnight. Saturday 4pm to Midnight. Night Patrol’s target group are clients who are intoxicated while in public places. Community PatrolsThese services operate within a harm minimisation approach with the main objective of assisting clients to re-establish their independence and to facilitate reunification with the community.

Community Day PatrolCommunity Day Patrol aims to find pathways out of the itinerant lifestyle utilizing appropriate interventions and referral agencies to allow people to return home or live more productive lifestyles in town. Community Day Patrol provides – • An accessible, appropriate and acceptable service for people and the community. • Intervention, follow up and referral services. • An outreach referral service to provide individual, family and group support (listening, mediation, talking and understanding) and agency referral as appropriate. • Assessment, intervention and facilitated entry into health service, accommodation and other services for individuals with complex health needs who are leading an itinerant lifestyle. • Transportation to safe, alternative accommodation. • Intervention with intoxicated clients to mange the related behaviours through communication and conflict resolution skills.

Community Night PatrolCommunity Night Patrol helps to maintain social order in Darwin and Palmerston by reducing and preventing harm associated with substance misuse, for the individual and the community. Community Night Patrol provides – • Intervention with intoxicated clients and management of related behaviours through communication and conflict resolution skills. • Transportation to safe, alternative accommodation including Caryota Place Sobering Up Shelter for intoxicated people. • An accessible, appropriate and acceptable service for people and the community.

Community Night Patrol Access to Community Night Patrol - • Referral to the patrol service is from NT Police, the community, the Sobering Up Shelter and other associated referral agencies. • The patrol vehicles are signed on to the Police Communications Centre to attend to calls on Monday to Friday from 2pm – Midnight and on Saturday between 4pm – 11pm. • Mission Australia has 2 vehicles which service Darwin & Palmerston. Mission Australia Community Services Workers (Patrol Officers) will not – • Provide private security to assist if a particular complaint has been made. • Transport children or juveniles, unless with an adult being taken home. • Transport people against their will, though at times the police may have to be called to assist if the person is a danger to themselves of others. • Move people out of public places if they are not intoxicated or causing a public disturbance.

Mission Australia operates Sobering Up Shelters in Darwin (Caryota Place) and Katherine providing - Safe, alternative accommodation for intoxicated people where they can be cared for until the period of acute intoxication has passed. A service that promotes individual and community well being by minimising the harm associated with alcohol and other substance abuse, through a range of approaches. Brief interventions are done with clients for the purposes of referral. Operating hours are - Monday to Friday 2pm to 8am the next morning. Saturday 4pm to 8am Sunday. No admissions after 2am any day. Sobering Up Shelters

  10. Youth BeatMission Australia provides a youth outreach service to young people up to age 25 in the northern suburbs of Darwin and the Palmerston CBD. We engage and connect with young people – • Intervene and prevent anti social behaviour, improving young peoples safety at night, including diverting them from risky behaviour and crime. • Build relationships, give information, make referrals and provide crisis response. • Linking young people to family, community, education and recreation through mentoring and referral. • Provide crisis and short term intervention. • Support families to care and take responsibility for their children. • Refer young people and their families to other services where long term intervention and ongoing case management is required. • Form collaborative partnerships with key stake holders to help in developing the service.

Community Safety Through Family Participation – pilot project Youth Court Support Program • Mission Australia recently introduced a new service “Community Safety Through Family Participation” known as the “Court Support Program” . • Officially commenced operation on 18th April this year, was funded through the Office of Crime Prevention Grant Scheme, and is a pilot project until 31st December 2005. • It is an extension of the Darwin Youth Beat program and came about as a result of identifying the increasing needs of young people and their families through their involvement with the Juvenile Justice system. • This Program is a project designed to support young people and their families when required to attend court and, where incarcerated, pre-and post-release from Don Dale Juvenile Detention Centre.

What makes Community Patrols Work • Community Understanding • Roles of Patrols • Effective use of Patrols • Relationships – Police, business community and other referral agencies • Managing community complaints within limited resources • Regularly reviewing activities of Patrols • Establishment of an Operations Manual – which has achieved ISO Certification. • Right people – empathy, respectful, honesty, team commitment and making a difference.

  13. How do these programs relate to crime prevention. • Education • People need to be aware that their behaviour is inappropriate eg. Domestic violence often ends in serious harm to another individual. • Intervention • Creates a lack of opportunity • Providing a trusting relationship • Staff develop a trust with our clients that enables our clients to have a belief in what they are being told.
