Ha! I told you so! • “Under state law, alternates may serve in the event of a conflict of interest. However, they may also serve in place of absent members if a local law is passed superseding state law. Which alternates serves for a given application or on a given night is usually left up to the chair of the planning board.”
What is a Hamlet? • An area within your town. It is not incorporated as a village, but is identified by a name. • A central area. Such as a town center. Area of businesses, residential and services. Mixed use.
What is Mixed use? Mixed Use Development: Allowing more than one type of use in a building or set of buildings. AND/OR allowing multiple types of uses that compliment one another in the same area/zone of a municipality.
Why Hamlets? • Define your town/municipality, define your center • Concentrates business and residential areas, while protecting agricultural and rural areas. • Less costly to maintain and provide services to condensed areas.
How do we get there? • We work together. We work with our neighbors. • Define areas appropriate for hamlets in your comprehensive plan. • Don’t have any? Encourage growth in the villages and hamlets outside your municipality, while maintaining rural within. • Think regionally…not only locally. • Develop hamlet’s through zoning. • Allow for mixed use and smaller parcels (subdivisions) in the hamlet areas.
Does your community have a voice in who buys this and what they do with it? Have you given them the tools?
So, what can you do? • Do you have a Written Comprehensive Plan? • Site Plan Review? • Subdivision/zoning regulations? • Planning/zoning Board or Commission? • Farmland Protection Board? Plan? • Right-to-Farm Community?
