New Solicitation under considerationPaleo Perspectives on Climate Change (P2C2) • Interdivisional (ATM, OCE, EAR) • Interdirectorate (GEO and OPP) • Funding level is expected to be $11M/yr; GEO funds could augment this level of funding • Initial solicitation will be a 3 yr commitment with possible extension after evaluation • New resources in excess of the ESH funding level will be the OPP commitment ($2M) and unknown level of GEO from office support
GAO Report to Congressional Requesters (Draft Report) • Climate Change Research Agencies have data-sharing policies but could do more to enhance the availability of data from Federally funded research (response to inquiries by Reps. Joe Barton and Ed Whitfield in regards to the ‘Hockey Stick’ investigation)
GAO Data Policy Practices Recommendation • Recommendations are being made to the federal climate change research agencies to improve their ability to ensure that federally funded research data is made available to other researchers • Recommend that DOE, NASA, NOAA and NSF consider steps for maximizing opportunities to encourage researchers to make data available to other researchers, including evaluating data-sharing plans when considering grant proposals.
Specific Recommendations • Evaluate researcher data and sample sharing plan as part of grant review process • Use evidence of researchers’ past data sharing practices to make future award decisions • Develop mechanisms for agencies to be systematically notified when data have been submitted to archives
