  3. PROJECT GOAL Eliminate the risks for accidents involving mule operators and increase mule operations safety, efficiency, and productivity.

  4. CURRENT SITUATION • Benzihooks are not being utilized consistently for OTR transport; therefore, not effective. • Poor practice due to the current system. • 16 out of 25 mule operators will have to find their Benzi hooks before towing OTRs. • When mail handlers operate the mule without Benzi hooks raises safety concerns. • Mail processing productivity is adversely affected when they forget or misplace their Benzi hooks. • Current mule route space provides no room for errors.

  5. CONSEQUENCES • Potential mail delay, mishandling, and/or damage • Damage of equipment • Serious and debilitating injuries from unsafe practice • Economic impact • Cost of injury • Loss in productivity • Mail delay • Property damage • Poor safety record

  6. RECOMMENDATIONS • Benzi hooks on the mule • New guidelines and addition to the policy. • New Standard Operating Procedure for Placement and Use of Benzi hooks. • Benzi hooks will be on the mule. • Supervisors will be held accountable for Benzi hooks • Supervisor will be provided with 3 sets of Benzi hooks. • Centralized location for Benzi hooks • One stop Benzi hooks resource for mail handlers.

  7. BENZI HOOKS SOP • A. Benzi Hooks Location and Assignment • All mules must be equipped with six Benzi Hooks (2 for each OTR). • Extra Benzi Hooks will be available at all times in the “BENZI BOX” by the battery shop. • Mule drivers are instructed to leave all six Benzi Hooks on the mule. • Any extra Benzi Hooks should be returned or dropped in the Benzi Box. If found on OTRs or elsewhere, any employee must hand it to a mule operator to be returned in the Benzi Box. • Benzi hooks are postal property. It is a VIOLATION to remove Benzi Hooks and/or store them elsewhere.

  8. BENZI HOOKS SOP • B. Benzi Hooks Handling Instruction • Benzi hooks have to be used at all times when moving OTRs. • Benzi Hooks Instruction: • a. Full door side – Bottom left of full door. • b. Half door side – Top right of half door.

  9. IMPACT TO OPERATION • Improve mule operations • Prevent Bodily Injuries • Efficient Use of Mail Handler Time • Timely Delivery of Mail • Maintain Good Safety Compliance • Prevent Unnecessary Cost
