NASA Council of IFPTE Locals NCIL Strategy and Goals
Principles of NCIL • Strength of purpose and solidarity • Speak with one voice at the NASA level • Each local must agree with national policy • Action requires unanimity • Both local and national interests
Issue 1: New Administrator • Dr. Michael D. Griffin: first technical NASA leader in over 13 years • Attuned to the President’s Vision • Former NASA AA and CE for 2 years • 10 years as a contractor, 10 years as a professor, 15 years as a student • Do we want to come on strong to Griffin (now, not later) or slowly work up to him? • Appeal to technical or people issues? • Educate or motivate?
Issue 2: Restructuring of NASA • 5 Center downsizing: 10,000 jobs at risk • Buyouts • Job Fairs • Directed Reassignments • Perm to Term • FFRDC conversions • RIFs • What can we do? Acquiesce or fight?
Issue 3: Establish NCIL Image • NCIL known to Jennings, Novak, et. al. • Build on position of integrity and familiarity? Meet and smile? • Lay back and let them fail? • Try to build a foundation for reason? • Or-- • Attack from indignance? • Deploy political influence?
Issue 4: Changing NASA • Do we try to change NASA by what we do? • A little or a lot? • What can be gained from our actions? • Do we use reason with management? • How do we build greater strength? • Should we organize more members?
