Features of the District • 0.1 % Sales and Use Tax (penny on $10) • .75% of tax revenue for administration • 99.25% distributed to organizations • Local control (regional & county/board & councils) • Designed to be replicated • 95% for general operating support • Funds may not be used for capital construction
Current Distribution 2008 Distribution= $41.9 million$591,000,000 over 20 years • National/Regional:Tier I (65.5% = $27.7 million) 5 organizations/institutions—Zoo, DMNS, DAM, DBG, DCPA Statute dictates each organization’s share of the tier $. • Regional:Tier II (21% = $8.8 million)27 organizations Threshold annual operating income to get into tier, then formula weights equally AOI and audited paid attendance for share of tier $. • Local:Tier III (13.5% = $5.7 million)~280 local, community-based organizations Funding through local county cultural council based on competitive grant process
SCFD Reflects Public Policies • Cultural institutions are significant regional asset and require public investment • Local control of tax dollars (accountability, transparency & benefit) • Collaboration and compromise necessary for initial and continued success • Voter support is a must; sunset provisions
Only Voters Can Change • Amount of tax (e.g. 1¢ per $10 sales and use tax) • Percentage of revenue allocated to each of the three Tiers up to $38 million • Allocation formula for funds above $38 million • Sunset date
