  1. REFERENDUM • A referendum is a process to stay a law recently enacted by the general assembly until the law itself can be submitted to the voters for approval or rejection at a general election. • Total signatures = 6% of last gubernatorial • 44 of 88 counties • 3% of that county’s gubernatorial total • Signers are registered voters

  2. Matters not subject to referendum are • Laws providing for tax levies • Appropriations • Emergency laws necessary for the immediate preservation of the public peace, health or safety

  3. RECALLS (in Ohio) • Elected officials of counties, cities, towns, townships and villages • Signatures required must equal at least 15 percent of the total votes cast at the most recent municipal election • Does not apply to school board members • No recall for state and federal level officials

  4. INTIATIVES • A procedure by which voters can propose an issue to be decided by the legislature or by the people in a referendum. • IN OHIO: Initiated Statutesand Initiated Constitutional Amendments

  5. Like Referendums and Recalls, certain numbers of signatures based on percentages of the vote in the last election are required.
