The Rationale of the Presentation The purpose of this presentation is to familiarise the PCD&MV with: • The Department’s Benefits provisioning partners in line with Section 5 (3) of the Military Veterans Act 18 (2011); • Challenges inherent in service delivery partnerships and to; • Solicit where applicable, the intervention of the PCD&MV for the advancement of access by military veterans to legislated Benefits; and • Some challenges are continuously addressed by the DMV and relevant service delivery partners. DMV Mandate The mandate of the Department of Military Veterans is to: • Implement the provisions of the Military Veterans Act No. 18 of (2011) for the benefit of those who sacrificed personal and family livelihoods for attainment of the democracy enjoyed by all in this country today. • Facilitate protection of the human dignity of military veterans by invoking where applicable, relevant Sections of Act 18 for the benefit of military veterans and their dependants. e.g. Section 5 (3) advocating for intra-Government cooperation, the Military Veterans Appeals Board and so on. OVERVIEW: COOPERATION AGREEMENTS • Section 5 (3) stipulates that all organs of state …… • Against this background, the new DMV activated in February 2010, established as of the same year, partnerships with sister Departments, Government Agencies and relevant organs of civil society for the provision of socio-economic support services to military veterans; • Cooperation agreements have been formalised through MoUs, SLAs and Contracts; and • While service delivery partners have been generally committed to deliver services to military veterans, there has been difficulties and slow progression towards cooperation in some instances. • The following is progress to date on service delivery partnerships established by the DMV: Together We Move South Africa Forward

Conclusion PCD&MV take cognisance of the following: • Progress made in relation to DMVs` endeavour to involve other stakeholders; • Specifically, intervention sought from the PCD&MV is as follows: • DPW – construction of Health &Wellness Centre • DHS – Acceleration of housing for Military Veterans. • Finally, it is important to also indicate that roll out of Benefits has highlighted the need to revise the organizational structure and amend legislation.
