Eligibility Criteria • State government agency* designated by Governor must: • Demonstrate executive branch leadership commitment • Commit to participation in key program areas: • Provide access to staff, documents, data for assessment • Work with TA team to create and implement new benchmarks • Engage in peer-to-peer learning • Collect and share data • Demonstrate cooperation and participation of state and local agencies with related responsibilities • * Agency with authority to implement policy changes
