Continuum of Care • More than 4,500 people are homeless on any given night in Sonoma County. • A "Continuum of Care" is: • A funding stream from the federal Department of Housing and Urban Development, dedicated to services and housing to end homelessness; and • The local planning process required in order to access those funds. • The Continuum of Care (CoC) brings together government, service providers, and community activists to develop collaborative strategies to reduce homelessness and address the needs of many varied homeless sub-populations. The Continuum of Care brings about $2.6 million annually to Sonoma County to end homelessness!

Permanent Supportive Housing Bonus • $135,541 in bonus funds available • For permanent housing with supportive services for disabled homeless • Cash match requirements • Renewable annually • Can be used for Supportive Housing Program or Shelter Plus Care project – different rules
Eligible Applicants • States • Units of general local government • Special purpose units of government, e.g., PHAs • Private nonprofit organizations • Community Mental Health Agency • Health Centers that are public nonprofit organizations

Shelter Plus Care Program (S+C) • Application is made only by a Housing Authority in partnership with one or more non-profit service provider Sponsors. • The Sonoma County Housing Authority manages all Shelter Plus Care programs by mutual agreement. • Rental assistance partnership: • The Housing Authority manages rental assistance • Service provider provides the services disabled residents need to remain stably housed.
Shelter Plus Care Rules • Award is for the Fair Market Rent for a specific number of units. Can be: • Tenant-Based Rental Assistance (portable) • Project-Based Rental Assistance (remains with a specific facility) • Sponsor-Based Rental Assistance (tied to the Sponsor) • Initial award minimum: 5 years (60 months) • After 5 years, the project is renewed annually for the current Fair Market Rent equivalent • Service providers must demonstrate a 100% “soft cash” match – delivery of the monetary equivalent of the rental assistance as in kind services
Shelter Plus Care Notes • Award must be matched dollar for dollar (“soft cash”) with services funded through a non-McKinney-Vento source • Services must be committed to in writing, and delivery of services must be documented on an annual basis • On completion of the initial award, HUD allows renewal of all existing units and encourages consolidation of S+C awards.
Sample Shelter Plus Care Budget • This is a 5-year S+C budget based on the 2011 Fair Market Rent (FMR) for a 1-bedroom apartment in Sonoma County • Could use a combination of apartment sizes to maximize the dollars available • Rental assistance is provided at 30% of tenant income. Shelter Plus Care budgets are set up based on no income and rental assistance at 100% of FMR. As incomes rise, Housing Authority can use to expand the number of people housed • Housing Authority can use up to 8% for administrative expense
Match vs. Leveraging • Match = Cash match required for your SHP proposal Match = hard cash dollars that are paying for the services or housing being provided in the program you describe. • Dollars that pay for other programs are only acceptable match if they are paying for services simultaneously being used by your SHP program. • Only non-HUD McKinney Vento dollars can be used as match. • Supportive Services –Match $1 for every $4 from HUD • Housing Operations –Match $1 for every $3 from HUD • Leasing– No match required
Leveraging • Leveraging = ALL the services and other resources being brought to bear to assist the clients you are targeting in your proposal • Not simply WITHIN your agency, but all the volunteers, all the services provided by other agencies • Anything you can document with a written commitment • Must have written commitment in hand at the time of application

Scoring – Project Criteria (60 pts) • Project description – up to 25 pts • Alignment with 10-year plan goals – up to 10 pts • Project readiness – up to 10 pts • Serve chronically homeless individuals or families – 5 pts • Housing Emphasis – up to 5 pts • Leveraging – up to 5 pts
Scoring – Capacity (40 pts) • Organizational capacity and experience (25 pts) • Application accuracy and appropriateness, including match amount and source (15 pts) • Possible bonus points for HMIS-participating agencies: “A” score on data quality report card
Other Requirements • Participation in Homeless Management Information System • Membership in Continuum of Care • Energy Star - promote energy efficiency through the use of Energy Star techniques and products, and also encouraged to use green development techniques • Section 3 - hire low/very-low income employees & contract with businesses that are either owned by or substantially employ low/very low-income persons
