EUWI & Water Facilityvs Climate Change Not specifically focused on Climate Change issues but as : Stress on water resources link to CC : in ACP countries the impact of climate change on hydrological cycle are causing to face increasing difficulties in efficiently managing scarcer and less reliable water resources generating critical water-related challenges, from access to water and sanitation, to environmental and human security There is an increasing need for improving Water Resource Management, water governance and sustainable access to water and sanitation

  4. Water and development – the policy framework EU Water Framework Directive of 2000: overarching legislation that aims to harmonise existing EU water policy. EC Communication and Council resolution of 2002: Water management in developing countries policy and priorities for EU development cooperation. EU Water Initiative of 2002: Policy instrument to bring together stakeholders. Platform for a continuous dialogue with partners.Africa-EU Partnership on water affairs and sanitation launched in 2002 as part of EUWI. Water– a focal sector of the EU Consensus for Development of 2004

Water and development policy – new perpectives The Hungarian Presidency of the EU has promoted a strengthening of the role of water in EU development policy, which is under preparation with a focus on inclusive growth and sustainable development. In May 2011, EU Development Ministers have endorsed the recommendations : To better integrate the role of water in EU development policy To strengthen the policy and implementation framework To revitalise the EU Water Initiative Conclusions of the EU Environment Council in June : calls for a strengthened policy and implementation framework for water management in developing countries recognise the inter-linkages between water and other sectors of development policy

  6. A strenghtened policy framework Role of water in productive sectors : the water – energy – agriculture nexus. Water and sanitation : continue to address existing commitments (MDGs) Water and climate change Water and peace and security – transboundary water management Implementation Framework : Mutual reinforcement of EU instruments Prioritization of actions – response to regional political agendas (building on EUWI Partnerships)

A new strategy for EUWI Support Comprehensive Policy Framework on ‘Water in EU Development Cooperation’ and Implementation Framework ‘Thematic structure’ based on ‘Water for Growth and Development’ Cross-sector policies and platforms (e.g. agriculture, energy, urban etc) Greater aid effectiveness – EUWI a political initiative, not a financing instrument

International water agenda Contribution to the preparation for Rio 2012 June 2011 Council conclusions : « Stresses central role of water in the green economy in the context of Rio + 20 Interaction with the Bonn Conference on the water-energy-food nexus in November 2011 Inputs for the World Water Forum in Marseille – water in the green economy : 10th Anniversary - Presentation of a new strategy for the EU Water Initiative

ACP-EU Water Facilityunder the 10th EDF (1) Endowed with €200 million, the specific objectives of Water Facility are: To help achieve the water and sanitation MDGswhich is to halve by 2015, the proportion of people without sustainable access to safe drinking water and basic sanitation To contribute to improving water governance and management of water resourcesand to the sustainable development and maintenance of water infrastructure

ACP-EU Water Facilityunder the 10th EDF (2) Decision of the Commission: AAP 2009 3 main activities : Water, Sanitation and Hygiene (WASH) : focus on MDG in rural and peri-urban areas open to NGO, local authorities & international organisations Twinning Partnership projects : focus on water governance and water resources managementopen to Water operator suppliers, water authorities & public actors Pooling Mechanism :enhance private sector participation – blending grants/loansopen to Member States Development Agencies and banks

  12. 1st Call for Proposals:Water, Sanitation and Hygiene promotion for the MDGs (1) Call for Proposal of 118 M€to address the 1st objective + additional contribution of 12 M€ provided by Spain The purposeof the Call was to provide funding for: Water & sanitation basic infrastructure and hygiene promotion projects, focusing on the most vulnerable and needy in rural and peri-urban areas, promoting the use of small-scale appropriate technologies, and leading to improvements in health, education & socio- economic development. one stepcall(concept note + full applicationsubmitted together)

Size of the grants : 0,5 M€ to €2,5 M€ maximum 75% of the total eligible costsProject duration : 36 to 60 months Timetable : Publication : 11th February 2010Notifications to applicants : 10th November 2010 Evaluation Results : 536 proposals received 67projectsselected for financing (including 6 from Spain contribution) : 129 M€ 1st Call for Proposals:Water, Sanitation and Hygiene promotion for the MDGs (2) • Strong involvement of local partners : • - on average 2 local partners per selected project • - 43 M€ (of a total project cost of 150 M€) will be channelled/managed via local partners

  14. Geographical Distribution Number of projects: 67 Total EC contribution: 129 M€ Africa: 60 projects 116 M€ (89,9%) Caribbean: 3 projects 6 M€ (4,7%) Pacific: 4 projects 7 M€ (5,4%)

  15. 1st Call for Proposals: Expected Results Indications are that about 3.3 million people will directly benefit from access to safe water. Of these 3.3 million, some 2.8 million will also directly benefit from access to improved sanitation. 7 millionwill benefit fromhygiene promotion. About 40% of the abovementioned end-beneficiaries are children under 15 years of age.

  16. 2nd Call for proposals:Partnerships for Capacity Development in the ACP Water & Sanitation Sector“ (1) Call for Proposals of 40 M€ to address the second objective of the Water Facility. The purpose of the Call was to provide funding for: Partnership projects (North-South and South-South) to develop capacity in the ACP water & sanitation sector by transferring expertise and knowledge from water & sanitation utilities, local authorities and other water sector actors to ACP counterparts. two steps call(first concept notes submission and after evaluation, full applications submission)

  17. 2nd Call for proposals:Partnerships for Capacity Development in the ACP Water & Sanitation Sector“ (2) Size of the grants : 0,25 M€ to 1 M€maximum 75% of the total eligible costsProject duration : 24 to 60 months Timetable : Publication : 11th February 2010deadline for Concept Note submission : 6th October 2010Notifications to applicants : 2nd August 2011 Evaluation Results : 308 Concept Notes received – 46 preselected (32 M€) 32projectsselected for financing (23 M€)

Pooling Mechanism : Promote medium-size investment projects to increase access to W&S Fund of 40 M€ to address the first objective of the Water Facility The purpose is to provide funding for: Achieve a leverage effect on private finance/loans by supporting PPP projects Promote medium-size investment projects (10-50 M€) leading to increase access to water and sanitation services for the most vulnerable and needy in ACP rural and peri-urban areas. Size of the grants : 1 M€ to 5 M€10-15% of the total, maximum 25%Project duration : limited to end 2017 Timetable : launched : May 2011deadline for Full Application submission : 31st dec. 2012

Near future for the Water Facility Coming soon : a new Call for Proposals (WASH) funds14 M€ at this moment but additional funds expected. focus on Sanitation in peri-urban areas two steps call(first concept notes submission and after evaluation, full applications submission) Provisional Timetable : launched : end November 2011 deadline for Concept Note submission : end January 2012Notifications to applicants : end July 2012 (t.b.c) Project duration : limited to end 2017 ??? Longer term activities for Water Facility : ???
