Implementation of EU Floods directive in RS • Serbia is for the time being not a member of the European Union and not obliged to implement the EU Floods directive • New Water law will include provisions of Floods directive i.e. obligations to undertake PFRA, prepare flood maps and FRMPs – currently in Parliament procedure • Deadlines for PFRA, FP and FRMP will not be set in Water law • Some activities already started • Different sources of financing (budget + EU funds) 2015 2013 2011 FRMP PFRA MAP

PFRA – Flood types • External floods (river floods) • Large alluvial rivers (F > 1.000 km2, Qmax/Qmin < 10, Hmax/Hmin> 8-10 m, slow development and long duration • Smaller rivers (100 < F < 1.000 km2) • Torrential rivers (F < 100 km2, Qmax/Qmin > 1.000, rapid development and short duration of flood waves • Internal floods (pluvial and groundwater floods) Possible phassing: • 1st PFRA (2011) – only floods on large and smaller rivers • 2nd PFRA (2017) – torrents and internal floods

Draft FRMP for Tamnava RB • Preparation of a first draft Flood risk management plan at a catchment level • Problems: • Short project duration • Limited resources • Limited experiences of EU countries in FRMP preparation (methodology development, analysis, studies...) • Crucial involvement of local authorities and other stakeholders in Plan preparation • Historical floods data • Spatial planning • Experience gained from the preparation of the Tamnava FRMP will facilitate the planning of the Floods directive implementation in Serbia
