  1. Australian ITS Context • Congestion - in Australian capital cities congestion costs over $5 billion annually in travel time and vehicle operating costs; • Accidents - in which more than 1200 people die, and over 60,000 are injured on Australian roads each year, at an estimated cost of $10 billion annually; • Environmental Impact - estimated to cost some $550 million annually (mainly due to health impacts) • Vehicle theft – Australia continues to suffer from a disproportionately high vehicle theft rate of over 88,000 vehicles per annum a cost of over $1 billion.

  2. Global Terrorism Statistics ReleasedClearinghouse Data Show Sharp RiseBy Susan B. GlasserWashington Post Staff WriterThursday, April 28, 2005 • The U.S. government released statistics yesterday documenting a dramatic increase in terrorist attacks last year and a death toll of close to 2,000 people around the globe

  3. A real year of Terrorism • 1.2 million people killed around the world, and • 23-34 million are injured • These annual devastating road deaths and injuries are a mounting problem, particularly developing countries. • Currently, 3,300 deaths and over 66,000 serious injuries occur each day from road crashes • over 163,000 children under the age of 15 die on the roads • an additional 1.5 million children under 15 are injured • road crashes are the leading cause of death for men ages 15-44 worldwide

  4. SMART DEMO 2005 was an event where state of the art drive-by-wire safety, security and efficiency technologies were trialed. • The event attracted a professional audience comprising leaders from government, industry, science and academia and international OEM figures. 300 delegates • Fleet managers, policy makers, safety committees, police & emergency services, OEMs, hardware and software developers, roadside system suppliers

  5. The impact of the major technical demonstrations were enhanced by a broader program of activities, including: • Key note • Palenary • exhibitions, • static displays, • and the presentation of technical papers and posters

  8. Priority 1 – Introduction of ESP on all new vehicles in Australia • Four speakers saw urgency in priority introduction of ESP as part of crash mitigation and avoidance, also with pedestrians; • The priority introduction of ESP is thought to require a major governmental or regulatory initiative (comparable to the recent agreement regarding Ethanol between the OEMs and the Federal Government); • Statistics presented in the conference are overwhelming: Up to 50% of all accidents could be avoided, were all vehicles involved fitted with ESP. The Australian National Road Safety Strategy 2001 to 2010 aims for a reduction of road fatalities by 40%. If the statistics are right, fitment of ESP to all vehicles newly registered throughout Australia must be mandated to contribute to this objective. Australian Design Rule variation is urgently required to accelerate this outcome.

  9. Sucesses • Seatbelt 95% nationwide useage - US$200 fine 30% all fatalities • Bicycle Helmet Useage 85% US$50 fine 90% all fatalities • Random Breath Testing 30% • Random Drug Testing

  10. “The ITS Centre will serve as the national industry collaborative base for ITS Competency, Innovation and Commercialisation in Australia, supporting the broad transport interests of the community and economy, while positioning Australia as the center of ITS excellence within the rapidly growing global market”

  11. Value to Research is SCALE • Access to real world scale infrastructure • Gantry over 150K road • FLEET of vehicles 4 per OEM • TMC scale – 40 seats 9m video wall • High speed networks • Industry access • VPAC VCAM AUTO-CRC • Parking / Payment / Telcos / Police / Vicroads • Industry – Ripple Tyco PIVOD Transurban TENIX……… • Breaking down competition through scale
