Principles of operation of the Projects Peer Review Panel (PPRP) 1) The PPRP will conduct peer review of all PPARC projects (PP, Astronomy and Particle Astophysics). 2) The Panel has 6 core members (3 PP and 3 Astro). For Particle Astrophysics by mixture of PP & Astro (+ augmented specialists) 3) All proposals and projects will be treated with same degree of rigour and uniformity by the Panel across the PPARC science base. 4) Open peer review process is maintained => open presentations and refereeing. Science Committee PPRP • CRITERIA FOR PEER REVIEW PROCESS • a) The significance of the experiment to the overall UK programme; • b) The excellence of the physics, scientific objectives and timeliness of the experiment; • c) The technical readiness and the prospects for the experiment to succeed with minimal risk; • d) Whether the experiment is cost effective to deliver the scientific objectives; • e) Whether the proponents can fulfill their commitments, and whether they can deliver the science; • f) Whether the UK contribution to the experiment is significant, and of the highest quality. Role of the PPRP relating to PP & Particle Astro projects a) Make recommendations on level of resources to PPARC Science Committee for projects >£1M (£1M includes PPARC staff & RAL TD effort). b) PPRP will continue to peer review experiments in construction and exploitation phases, about every 2 years. b) Allocation of resources for projects, upgrades and seedcorn <£1M - The annual annual allocation via RAL SLA will be retained: This year 2001/02 it has £300k (until April 02). - Recommend RAL TD human resources within guidelines (Director Particle Physics CLRC). c) PPRP will appoint internal expert (or occasionally external) referees. Proponents will discuss with, and receive feedback, from referees. d) Expected PPRP will continue to meet 6 times per year. But meetings extended to 2-3 days to accommodate all projects (1-day dedicated to PP). Town meeting
