Training • The Training Division conducted over 8396 hours of in-service training in 2016 an increase of over 22% from 2015 and over 3 ½ times what is required by the State of Indiana • Conducted numerous training programs for community partners including businesses, schools and other governmental agencies. Bloomington has the lowest number of officers per 1000 citizens of all similar sized cities in Indiana. Bloomington has 1.2 officers per 1000 citizens, well below the national standard of 2.5 per 1000.
While having the lowest number of officers, Bloomington has managed to have the second lowest crime rate of similar cities.
As is well known for anyone who drives around the City of Bloomington, the population has been steadily increasing as have the enrollment figures for Indiana University RISING POPULATION POPULATION
BIG TEN CITIES Despite the increase in population, as well as the number of visitors, which is now over 1.2 million people per year, the City of Bloomington continues to enjoy a low violent crime rate in comparison to other cities in Indiana and in comparison to other Big Ten cities
MONROE COUNTY CENTRAL EMERGENCY DISPATCH THE MONROE COUNTY CENTRAL EMERGENCY DISPATCH CENTER ANSWERS ALL 911 CALLS FROM CITY AND COUNTY ADDRESSES AND PROVIDES DISPATCH SERVICES FOR LAW ENFORCEMENT, FIRE, AND EMERGENCY MEDICAL SERVICES THROUGHOUT THE COUNTY.
Downtown Resource Officers • Six full time officers are assigned to work specifically with those experiencing homelessness or near homelessness to assist in reducing their interaction with the criminal justice system and reduce the number of emergency room visits each year. • Over 3800 calls for service in 2016 Referrals to: Social Services Medical Care Mental Health Services Housing Assistance Programs
Community Engagement • BPD hosts or participates in numerous events each year including ‘Coffee with a Cop’ events each month, neighborhood meetings, Citizens Academy, Teen Academy and others • Community Engagement increased by over 180% from 2015 • Social Media increased dramatically from 2015 with the creation of a social media team.
21st Century Policing Report • Contains 64 recommendations which are within the ability of the Bloomington Police Department to implement. BPD meets or exceeds 60 of 64 applicable items. • Monthly updates are published to the Board of Public Safety on the Department’s implementation status for their review • 21st Century Report underscores need for transparency; BPD joined the White House Data project and posts twelve data sets, far more than most Departments, posts data to ‘B Clear’ portal • BPD officer wellness program includes mental health services, heart scans, enhanced physical fitness and the purchase of improved body armor

2017 • In 2017 the Bloomington Police Department Intends to work on reducing the crime rate through Data Driven Policing, Expand our engagement with the community, and continue to display the transparency which should be expected of all government agencies. Major goals for 2017 include: Use Data Driven Policing concepts to lower the violent crime rate within the City Continue the Commission on Law Enforcement Agency Accreditation Process (CALEA) Continue the Implementation of the 21st Century Policing Model Expand public engagement opportunities seeking ways to interact with diverse segments of the community. Expand community engagement which is directed specifically at minority, immigrant, foreign national and ‘at risk’ populations
Data Driven Policing • Using data collected from various sources each week a Bloomington Police Crime Analyst publishes a report to the Department as to type, method, location and other factors involved in each major crime. Using the weekly report the Department’s Divisions are able to plan deployment of personnel in order to meet emerging challenges. The public can view crime information through the City of Bloomington’s B Clear Open Data Portal and through the Community Crime Map at www.communitycrimemap.com
COMMISSION ON ACCREDITATION FOR LAW ENFORCEMENT AGENCIES (CALEA) The Department continues to invest a great deal of time and effort in attaining the coveted CALEA Tier 1 Accreditation standard, a peer reviewed, best practice standard which only 5% of the law enforcement agencies in the United States ever achieve.
Implementation of ‘The Final Report of the President’s Task Force on 21st Century Policing’ At the direction of Mayor John Hamilton, BPD has spent the year evaluating each of the recommendations and action items contained in ‘The Final Report of the President’s Task Force on 21st Century Policing’. The complete report on the Department’s status in regard to implementation will be presented for public comment on February 20, March 1 and March 6 during public meetings held at BPD Headquarters. Each night will begin at 6:30pm
2017 Public Engagement The Department intends to continue an aggressive schedule of public engagement appearances and opportunities in 2017. All of these events are published on the Department’s Facebook and Twitter Accounts
