The Energy Efficiency Groupware ApplicationPresentation to CALMACDecember 15, 2004Presented byTim Drew – CPUCWayne Hauck, Ashish Goel, Jay Bhalla – Intergy CorpVenky Ravirala, Terry Fry – Nexant Inc.
Overview • Purpose of this Presentation • Background • Purpose of EEGA • EEGA Development Process • Structure/Goals of EEGA • Implementation • Current Status • Solution • Reports (Demo) • Plans for 2005 • 2006 – 2008 Planning
Purpose of Presentation • To Inform CALMAC of the Project Purpose and Status • To Encourage Ideas for Useful Future Applications for EEGA
Background – EE Program Reports • 1998 - 2001 • Program reports were printed and bound volumes • Program reports were delivered on an annual basis • Limited ability for reader to drill down into the numbers Marginally Satisfactory for Oversight of 4 Regulated Companies • 2002 – 2003 • CPUC bids out approx $100 million in PGC funds • CPUC Staff responsible for oversight of 14 statewide programs and 55 “local” programs. Non-IOU contracts managed by utilities. • Number of Program Implementers increased from 4 utilities to 45 separate entities • Reports take form of workbook (quantitative information) and narrative (qualitative information) • Reports are emailed quarterly to CPUC staff, utility contract managers, and R01-08-028 service list Not Ideal for Oversight of 50 Disparate Organizations and Limited Staff Resources
Background – EE Program Reports (cont.) • 2004 - • D. 03-04-055 (April 2003) sets aside funding for EEGA • CPUC Staff again pick approx $100M in programs • CPUC maintains existing reporting system (Workbook & Narrative), revised and adapted for 04-05 Monthly reporting of programs. • Planning for EEGA begins in August 2003. Some funding and effort goes into developing interim system to manage 04-05 program proposals. • Proposal Evaluation Application (PEA) developed by Intergy for helping manage the selection process.
Background (cont.) • Intergy selected to determine business requirements for EEGA, develop RFP, and manage deployment. • Nexant selected as EEGA developer in Dec. 2003.
Purpose of EEGA • Program Report Tracking • Document Repository for Program Reports • Automated Filing and Organizing of Electronic Documents • Program Management • Tracking Agreement Representative and Program Monitoring Assignments • Program Oversight • Assists staff in fulfilling CPUC’s oversight responsibility • Program Accountability • Fiduciary Oversight • Monitoring Program Progress • Database of Program Costs, Impacts, and Activity • Presenting Summary Data on Program Portfolio at the Press of a Button
EEGA Development Process • Structure/Goals of EEGA • Program Report Tracking • Reports uploaded to EEGA by program implementers • Document repository contains approved program plans, report workbooks, report narratives, and supporting documentation • Program Management • Submittal of report for non-IOU programs triggers report review and invoice payment. EEGA keeps a record of the approval, what was approved, and when. • Program Oversight • Program accountability is maintained with record of program budgets, costs, EE measures, and other program activity • Staff can login to EEGA to review program implementation status • Up to date record of what the money is being spent on and to what effect
EEGA Development Process (cont.) • Structure/Goals of EEGA (cont.) • Database of Program Costs, Impacts, and Activity • EEGA will extract content of report workbooks to SQL database • Program budget (using CPUC prescribed standardized budget) • Program expenses • Projected/actual program costs and benefits (ex ante) • Energy efficiency measures forecasted/implemented by program • Energy savings forecasted/claimed by program • Program activity goals/achievements (audits, classes, marketing effort, etc.) • Program evaluation schedule • Program subcontractors, expected tasks, and costs • Program staff, responsibilities, and effort
EEGA Development Process (cont.) • Implementation • SCE holds contracts • Project implemented by Intergy and Nexant • EEGA resides on servers at the CPUC • EEGA uses a workflow engine to organize user and role based reporting and access rights
EEGA Development Process (cont.) • Current Status • Programs are submitting reports to EEGA in a timely manner • A few exceptions due to unforeseen problems with using Excel as a data collection tool, application bugs, user issues. • ED will be working with program implementers and utility contract managers to ensure we have data through the month of November (by the end of Dec) • Next EEGA update to be completed in December • Data extraction from workbooks to database • 20 preformatted reports summarizing program data and activity on EEGA
Public Website INTERNET Public Solution CPUC Hosted SQL Server INTERNET EEGA/Web Server IOU/Non-IOUUsers • MSFT Windows OS • IIS 6.0 • Teamplate for .NET 4.0 • Crystal Reports CPUC ED
2005 Plans *$150,000 maintenance and enhancements budget to cover 2005* • Client side validation of excel workbooks • Update to report workbooks (fine tuning standard budget, measure categories) • Additional reports as required • Additional reports for CPUC staff • Development of reports specified by CEC, ORA (budget permitting) and IOUs (using program budgets) • Options for data dump (IOUs, CEC, ORA, other parties)
2005 Plans (cont.) • Help Desk available for users beginning in January:EEGA support websiteTel No: (866) 862-1353Email: EEGA@intergycorp.com • Alternatives to excel (flat files, xml files) – Pilot • Preparing for 2006 (budget permitting) – Admin decision will likely impact configuration of EEGA • Proposal Evaluation Application may be incorporated as a module within EEGA • Access for general public (reports only)
2006 – 2008 Planning • EEGA will adapt to the final Decision for 2006-2008 Administrative Structure • Flat File structure for submission, instead of workbooks, being considered for 2006-2008 Programs • Proposal Evaluation Application may be incorporated as a module within EEGA • Integration, where appropriate, with other applications and data sources including M&E reports, Historical Data, DEER, evaluation results • Increased Reporting functionality for IOUs, CEC, CPUC, and Public.
