2013 NRPs To which extent are ERA and IU used to structure the presentation of national R&I reforms in the NRPs? • Commission guidance on NRPs invited MS to outline actions to complete ERA • 11 MS reported on national ERA reforms, but only MT, SE and AT detailed some activities • 5 MS mentioned ERA without specific measures • 12 MS did not mention ERA • However, many national reforms relate implicitly to ERA • IU mentioned by 7 MS
2013 NRPs Tentative conclusions • Scope for greater consistency in the way R&I reforms are presented in the NRPs -> ERAC template in view of future NRPs? • Insufficient coverage of EU policy guidance in terms of R&I reforms presented -> use of proposed taxonomy in view of further efforts? • Nature of NRPs (new developments, concise) -> need for a more comprehensive survey of R&I policies? • Insufficient (explicit) reporting on national ERA (and IU) reforms -> commitment for next NRPs?
