  1. Lesson Starter Quick questions: What is each council split up into? How many are there in Glasgow? How many councillors are there in Glasgow? 4. List three services that they provide.

  2. What will I learn? About the role of the local government

  3. Success Criteria • Identify the different types of powers LA have • Identify how the LA authority works in partnership. • Outline the meaning of strategic planning, community leadership and best value.

  4. Types of Services • Local authorities carry out their role within the powers prescribed under the various acts. • Mandatory services- LA is required to provide this service by law. For example, primary and secondary education.

  5. Types of Services • Other services are discretionary. • A discretionary service is one that the local authority is allowed to provide if it wishes- for example an outing for elderly. • A permissive service is one that they are not required to provide by law but legally allowed to do- theatres, swimming pools.

  6. Working in Partnership • LA have to work in partnership with other public agencies- from the voluntary and private sectors. • An example of these- Glasgow Community Planning Partnership. • Allows formore effective and efficient public services and involve local communities in helping to decide what services are provided.

  7. Membership of Glasgow Community Planning Partnership • Glasgow City Council • Communities Scotland • NHS Greater Glasgow • Strathclyde Fire and Rescue • Glasgow Housing Association • Glasgow Chamber of Commerce • Strathclyde Police

Strategic Planning • When LA publish objectives for their local area and community. • Purpose is to look at the priorities of the area and discuss how they can best be met. • Local authorities and other local agencies come together to develop a shared vision for promoting the well being of their area.

  9. 2.Community Leadership • Moving away from service provider and becoming community leader as they are required to produce a strategic plan. • Becoming more of a co-ordinator of multi-agency provision rather than service provider. • Instead of being service providers they are 'strategic communtiy leaders'

  10. Local Government in Scotland Act (2003) • Passed to modernise local government • Ensures delivery of better services that meet the expectations of those who pay for them.

  11. Best Value • Act places LA under a duty to secure best value. • Best value expects local authorities to maintain a balance between the quality and cost of the service delivered. • Many have used Public private partnerships to build new schools- private companies build the new schools and rent them out to the local authority.

  12. Community Planning • The Act places a duty on the local authority to allow for community planning. • The power to advance well being- the Act gives the LA the power to do anything that it considers is likely to promote or improve the well-being of the area and people.
