History of Planning • Provincial Planning • Provincial Protected Areas Strategy 1990s • Cassiar TSA Report 1990s (Cassiar-Iskut-Stikine, Dease-Liard, Atlin-Taku) • Atlin-Taku Background Report 2002 • Atlin-Taku remains one of the few areas in BC without a strategic land use plan • Current activities guided by provincial policy and regulations
Haida and Taku, 2004 Provincial and federal governments have an inescapable constitutional duty to consult and accommodate Aboriginal communities, in a manner that is meaningful, timely and reflective of the “honour of the Crown”
Taku, 2004 “ … in the development of a land use strategy, the Crown will continue to fulfill its honourable duty to consult and, if indicated, accommodate the TRTFN” (Taku, para 46)
New Relationship (April 2005) • The provincial government and B.C. First Nations’ organizations are working together to develop a New Relationship founded on respect, recognition and reconciliation of Aboriginal rights and title “We agree to a new government-to-government relationship based on respect, recognition and accommodation of aboriginal title and rights.”
New Direction • Focused, issue driven • Done collaboratively with First Nations • Consultative not consensus based • Clear process, timelines and desired outcomes • Consistent with New Relationship
