What are land use plans?
Land use plansare advisory plans that identify future land uses, or use areas, that are preferred by the community as it prepares for change (or growth).
Land Use Plans: ADVISORY Identify future land uses, or use areas, that are preferred by the community as it prepares for change (or growth). Provides an opportunity for all interested and affected parties to determine the community’s goals Projects land needs into the future, thus serving as a policy guide for future development Enables government officials to anticipate future public expenditures more effectively =more efficient use of tax dollars.
Land Use Plans, In General: Are prepared for 10-20 year time periods Are general in nature Are advisory documents Are used in conjunction with other tools to evaluate development proposals Do NOT change the zoning of a property Do NOT regulate the existing use of the land — NO TAKINGS Do NOT change taxes or tax rates 1979 Dearborn County Land Use Plan

Zoning ordinances and mapsare legal documents that regulate the type, density, and intensity of uses which are currently allowed on particular properties.
Zoning Documents, In General: Are updated as necessary Are specific in nature Are regulatory documents that determine what can be built where Are used as primary tools to evaluate development proposals Often affect taxes or tax rates as development is approved Are NOT future oriented—are often reactive to current conditions If too restrictive, can involve takings
First, a group must take ownership of the planning process. In Indiana, this responsibility is given to the Plan Commission.
Plan Commission Members Ralph Thompson Dennis Kraus, Jr. Nicholas Held Tom Cheek Patrick DeMaynadier Tarry Feiss Michael Hall Robert Laws Ken Nelson
Second, a group of community stakeholders is identified by the Plan Commission to “steer” the plan. The Comprehensive Plan Advisory Committee was formed initially in 2003 and currently consists of 58 members.

Next, existing and anticipated conditions are considered to produce a base map. Locations of roads, sewers, and other facilities and services as well as site limitations and constraints are generally depicted.
Base Map Progression: Roads & Railroads
Base Map Progression: Roads & Railroads + Floodplain and Flood-prone area
Base Map Progression: Roads & Railroads + Floodplain and Flood-prone area + Steep Slope Constraints
Base Map Progression: Roads & Railroads + Floodplain and Flood-prone area + Steep Slope Constraints + Sewer Infrastructure = Base Map* *Also includes Existing Land Use Analysis, etc.
Once base mapping efforts are complete, criteria are formed to determine the suitability of sites for certain applications or uses.
These criteria are coupled with the comprehensive plan goals, strategies, and guiding principles to produce aland use plan and accompanying map.
The Plan must be updated regularly to be effective. It may be amended by the Commissioners at any time. (IC 36-7-4-511)
