For IECEE System: Certificate of Approval of a Manufacturer's Testing Laboratory The above Manufacturer’s Testing Laboratory facilities and staff have been assessed in accordance with the IECEE Peer Assessment Programme and found to comply with the requirements of the latest Editions of the Basic Rules IECEE 01, Rules of Procedure IECEE 02 and the applicable requirements of ISO/IEC 17025 for the testing of electrotechnical equipment and components under the IECEE System, as specified in the IECEE Operational Documents. For IECQ System: Certificate of Approval of an Independent Testing Laboratory The organization, facilities and procedures of the Laboratory have been assessed and found to comply with all the relevant requirements for Independent Testing Laboratory organization approval, in support of the IECQ system, which is in accordance with the Basic Rules IECQ 01 and Rules of Procedure QC 001002-3 clause 2.4 of the IEC Quality Assessment System for Electronic Components (IECQ) and with the applicable requirements of ISO/IEC 17025 for the testing of electronic components under the IECQ System, as specified in the IECQ Operational Documents. With the clarification elements as provided by the IEC-CAB Delegation it was agreed that the wording being used by IEC C A Systems in their certificates of Approval and/or Competence, in referencing ISO/IEC 17025 together with the System’s Rules and Operational Documents, does not cause anymore concerns from both ILAC and IAF perspective. JGA Sydney Resolution 7: CAB decision 25/21 Concerning IAF/ILAC JGA Sydney Resolution 7, the CAB approves the proposed wording for the IEC Systems’ certificates of approval, provided that clear reference is made to the relevant documents which specify the applicable requirements of ISO/IEC 17025 that were assessed to qualify the Testing Laboratory.
JGA Sydney Resolution 7: Vancouver Executive Meeting It was agreed that from IAF and ILAC perspective there were no more outstanding issues related to JGA Sydney Resolution 7 and that both ILAC and IAF recognize that the IEC CA Models are acceptable to both Organizations. ACTION: IAF and ILAC Joint General Assembly to ratify the outcome of the meeting

NEW MODEL OF ASSESSMENT COLLABORATION BACKGROUND For efficiency and cost saving reasons and to furthering the level of collaboration with ILAC (and IAF) the CAB-ILAC TP agreed to recommend that based on the re-assessments carried out by the ABs using IEC CA Systems Technical Experts, IEC CA Systems will fully take into account the results of the assessments without repeating their own on-site re-assessments.
NEW MODEL OF ASSESSMENT COLLABORATION CAB Decisions 25/16 New concept for collaboration with ILAC using an assessors’ pool The CAB supports the “new concept of collaboration” described in CAB/806/R and the use of a common pool of assessors, consisting principally of the IEC CA Systems’ Registered Technical Assessors.

NEW MODEL OF ASSESSMENT COLLABORATION Outcome of the Vancouver Executive Meeting It was agreed to proceed further with implementing the new model over the 2010 re-assessment (or else called surveillance) programme ACTION: The CAB and IAF/ILAC General Assemblies to approve the agreed model of assessment collaboration
The IEC CA System should provide to both the IAF and ILAC Secretariats their re-assessment plan 2010 IAF and ILAC Secretariat will circulate the IEC CA Systems re-assessment plans to their Member ABs. When the relevant CBs and TLs are falling under the re-assessment plan/cycle of the relevant AB, the latter will contact the relevant IEC CA System’s Secretariat and request a list of Technical Experts. The relevant IEC CA System provides the requesting AB a list of registered Technical Experts to choose from, that are capable of covering the scope to be assessed. It was further agreed that:
AB will appoint the re-assessment team, basically composed by a AB’s Lead Assessor and IEC CA System Technical Experts The initial proposal is for the Assessment Team to trial the use of the IECEE Assessment Report Form, with the understanding that on-going monitoring will be undertaken by the tripartite IEC/CAB-ILAC-IAF committee to improve the relevant Assessment Report as required. AB will forward the Re-Assessment Report to the relevant IEC CA System IEC CA System will administrate the Re-Assessment Report provided by the AB as being equal to a Re-Assessment Report of a direct System Re-Assessment. New Model of Collaboration: High Level Committee BACKGROUND:In order to streamline the approval process of the resolutions agreed among the ILAC-IAF and IEC-CAB the CAB-ILAC and CAB-IAF Technical Panels proposed to create a high level Committee that in addition of being represented by decision making delegates from ILAC-IAF ABs could also deal with Policy and Technical issues.

New Model of Collaboration: High Level Committee In reality the CAB-ILAC and CAB-IAF Technical Panels have been dealing also with « Policy » issues e.g. JGA Sydney Resolution 7 with recommendations that should further seeking formal endorsement by the IEC CAB (Conformity Assessment Board) and the respective Executive Committees of ILAC and IAF.

Terms of Reference of the Steering Committee • Whilst awaiting the definition of the new terms of reference, the Steering Committee will develop and facilitate the implementation of the following elements of collaboration: • Common understanding of the requirements laid down in ISO/IEC 17025 and ISO/IEC Guide 65 applicable to the Electrotechnical Sector • Re-assessments of Testing Laboratories and Certification Bodies using IEC CA Systems expertise • Use of harmonized assessment report form • Use of harmonized assessment preparation guidelines
Steering Committee IEC CAB - ILAC - IAF It is assumed that the Steering Committee cannot deal with details pertaining to technical or administrative issues and therefore the structure should be such to also appoint dedicated ad hoc Task Forces with a well defined assignment and reporting to the Steering Committee
Steering Committee IEC CAB - ILAC - IAF The role and tasks of the Steering Committee is to deal with Policy and Strategy issues whereby the technical issues shall be dealt with by ad hoc Task Forces composed by dedicated experts which will be tasked to deliberate, advise and prepare documents for formal approval by the High Level Committee prior implementation
New Model of Collaboration: Steering Committee • OUTCOME OF THE VANCOUVER MEETING • To establish a STEERING COMMITTEE ILAC-IAF-IEC/CAB in line with CAB decision 25/18 • To have tripartite meetings between ILAC – IAF and IEC-CAB as opposed to having separate meetings as has been the case with the Technical Panels so far • To hold the annual 1 day meeting of the STEERING COMMITTEE ILAC-IAF-IEC/CAB during the annual ILAC-IAF General Assembly
New Model of Collaboration: Steering Committee • OUTCOME OF THE VANCOUVER MEETING • To appoint Pierre de Ruvo as Chairman of the STEERING COMMITTEE ILAC-IAF-IEC/CAB with a term of office of 3 years starting 2010.01.01 and ending 2012.12.30 • ILAC-IAF will provide the “meeting Secretary” of the STEERING COMMITTEE ILAC-IAF-IEC/CAB • The names of the appointed members of the ILAC-IAF delegation to the STEERING COMMITTEE will be determined during the Joint ILAC-IAF Executive Meeting to take place in March 2010 (Shanghai)
New Model of Collaboration:Steering Committee ACTION: CAB, IAF and ILAC General Assembly to approve: a) the proposed establishment of the tripartite STEERING COMMITTEE IEC-CAB/ILAC/IAF b) to ratify the appointment of Pierre de Ruvo as Chairman of this Committee.

In light of the new directions that the Parties are taking and considering that the ILAC-IEC MoU is due for revision in 2010, it would be an ideal opportunity for a tripartite MoU to be developed between IEC, ILAC and IAF that also addresses the new proposals being discussed and agreed during the Executive Meeting in Vancouver.
