  1. United States – Italy JCM December 12-13, 2013 Report Back on Earth/Natural Resources Working Group Co-Chairs: Dr. Ingrid Maria Verstraeten, USGS • Dr. Maria FabriziaBuongiorno, INGV

  2. United States – Italy JCM December 12-13, 2013 Historic S&T Collaboration of US and Italy1. Natural hazards USGS-INGV, e.g. CampiFlegrei Deep Drilling Project – INGV& USGSEU-VII FP – GEISER initiative (www.geiser-fp7.eu) – INGV & DOE2. Earth observations USGS-NOAA-NASA & ASI-INGV-INFN-CNR3. Environment/Climate e.g.ANDRILL (http://www.andrill.org ) – INGV- US scientists4. Third country cooperation, e.g. Volcano observatories, GEM, 5. Environment/climate studies6. OceanographyOverall, an estimated > 100 existing projects are on going.

  3. United States – Italy JCM December 12-13, 2013 Former or existing “Impediments” to S&T cooperation:1. Funding2. Insufficient free and open (real-time) data sharing3. Agreement on data standards 4. Application & use of state-of-the-art methods & equipment5. Application of contemporary modeling techniques6. Lack of integrated studies across disciplines7. Lack of mobility of researchers and scientific cooperation across boundaries8. Inconsistent legal requirements and differing interpretations

  4. United States – Italy JCM December 12-13, 2013 General Topics for S&T collaboration in natural/earth resources:1. Further the discussion of Implementing Arrangement between ASI and several US institution (NOAA&USGS) under Government umbrella 2. Finalizing joint activities between USGS and INGV under the existing MOU.3. INGV-JPL-USGS cooperation on ASTER data archives , SAR data analysis and new mission requirements (Hyperspectral, thermal infrared)4. IstitutoNazionalediFisicaNucleare (INFN)-ASI-NASA/GSFC /USGS intercalibration and absolute georeferencing of GNSS, SLR, SAR,

  5. United States – Italy JCM December 12-13, 2013 Natural Resources Environment: Oceanographic cooperation based on the Italian RITMARE study to set up a new oceanographic infrastructure with inclusion of CNR-INGV & others Carbon capture and storage – DOE & ENEA (demonstrator), activity Feb-March, INGV projects with ENEL 3. Risk assessment and mitigation in hydrology – USCOE 4. Exploring collaboration on GRACENET – e.g. soil capture of carbon, environmental effects of greenhouse gases Explore collaboration on long-term monitoring of natural areas by Smithsonian, NOAA, USGS, Min Ambiente, CNR

  6. United States – Italy JCM December 12-13, 2013 Natural Hazards • Seismology • Seismic hazard assessment • Induced seismicity • Collaboration on zones with special studies • Sharing of real-time data, analyses, and products • Strong motion analyses • Paleoseismology • Seismic swarms

  7. United States – Italy JCM December 12-13, 2013 Natural Hazards • Volcanology • Sharing experience and best practices in communication • Sharing common data policies • Exchange of personnel from volcano observatories and research centers • Creation of a USGS-INGV Task Force on Calderas • Factors controlling explosive basaltic volcanism • Best Practices for basaltic lava flow inundation modeling and lava flow hazard maps“ • Debris flows or land slides (Univ& USGS) • Ash cloud study cooperation (NOAA, USGS, FFA, INGV, CNR, ??)

  8. United States – Italy JCM December 12-13, 2013 Natural ResourcesSpace Applications and Data Integration1. Earth Observations 1. Landsat Data - Sensor intercalibration/Multi-sensor techniques/ Refinement of Essential Climate Variables/Remote Sensing Education and Outreach/ Effectively Capture Land Remote Sensing Requirements 2. Hyperspectraldata: spectral analysis techniques, SO2, CO2, CH4 gas emissions analysis, fire front analysis using specific spectral features, 3. SAR data-interferometric techniques, time series surface velocity analysis 4. Geomagnetic data2. Calibration and validation techniques3. Georeferencing from Space (ScuolaSuperioreSantanna, ASI, INFN, INGV,NIC,USGS, NASA GSFC)

  9. United States – ItalyJCM December 12-13, 2013 Third Country Cooperation1. Volcano Observatories Best Practices Workshops2. Consider cooperation on Africa Array ( > seismic network). www.africaarray.psu.edu ,CNR,NSF,INGV3. Organization of training on remote sensing data (not only in third countries) (funding with from World Bank, NSF,EC,UN, US. IT), VDAP4. Peace Corps master international natural hazards mitigations 5. Explore collaboration with multilateral institutions, e.g. World Bank

  10. United States – Italy JCM December 12-13, 2013 Mechanisms for collaboration: Technical Workshops Scientific Exchanges (Long and short term) Analytical Laboratory Support Agreements Explore how we can use bilateral relationships to more effectively use multilateral initiatives

  11. CAMPI FLEGREI, on the other side of NAPLES

  12. United States – Italy JCM December 12-13, 2013 Priority “Action Items/Activities” agreed upon by workshop participants are:1. Complete Implementing Arrangement between NOAA and ASI on SkyMED data access & Start ASI- USGS Implementing Arrangement. Deadline: 20142. Meeting of USGS-INGV task force on natural hazards and earth science cooperation twice per year – next meeting targeted for June 2014 in Italy3. Workshop to discuss the removal of obstacles for data sharing and management of large data sets – June 2014 in Italy4. Discussion of sharing of resources infrastructures . i.eRITMARE5. Creation of WG task force to follow all activities (including mobility) – finalizing of meeting summary by June 2014.
