NIIF New Issues NIOC Issue #0298, Code Opening Timeline Changes to NIIF Documentation INC issue 591- Change Timeline of Part 1 / Part 3 Processing for NANPA, has been placed into Initial Pending. The primary change effected by this issue is the reduction in the time that NANPA has to process a Part 1 / issue a Part 3. This is being reduced from 10 business days to 7 calendar days. These changes will require both NANPA and PA Change Orders. They are Change Orders 16 and 4, respectively. These changes to the process require modifications to NIIF documentation * NIIF Issues can be accessed at http://www.atis.org/niif/issues.asp. 7
NIIF New Issues (con’t) NIOC Issue #0299, Potential Impact of SIGTRAN on SS7 to IP Interworking The NIIF should determine the impact, if any, of the IETF SIGTRAN (RFC 2719) regarding the SS7 transit screening. NIOC Issue #0300, Review and Update of SS7 Message Relay Service Section of the NIIF Mergers and Acquisitions Document The SS7 Message Relay Service Section needs to be reviewed and updated in the NIIF Mergers and Acquisitions document. 8
NIIF New Issues (con’t) NIOC Issue #0301, Revision of guidelines for abbreviated DS1 testing standards when HDSL performance monitoring is available remotely On-Site testing for DS1 HDSL, HDSL 2, or HDSL 4 is time consuming. A different process should be adopted which does not have a minimum required time for on-site testing. The customer is out of service during the 30-45 minute required period. This different process could shorten this out-of-service period when remote testing is available. * NIIF Issues can be accessed at http://www.atis.org/niif/issues.asp. 9
NIIF New Issues (con’t) NIOC Issue #0302, Develop Auto-Dialer Guidelines The NIIF needs to develop guidelines that assist auto-dialer vendors, end-users, providers, and telecommunication providers in having uniform practices to maximize call completion while maintaining the robustness of the network. 10
NIIF Issues in Initial Closure Issues in Initial Closure: NIOC Issue #0258, National Security/ Emergency Preparedness (NS/EP) calls may encounter difficulties when some portion of the call is served by VoIP technology Resolution Statement: Please see Issue for full statement * NIIF Issues can be accessed at http://www.atis.org/niif/issues.asp. 11
NIIF Issues in Initial Pending Issues in Initial Pending: N/A 12

The NIOC is working via conference calls with ENS vendors, ENS Service Providers, and ENS users to find equipment, educational and process solutions. Working to develop a testing and advance notification procedure. Issue #0294, ENS Survey Questions while interfacing with the telecommunication network This new issue was created from issue #281 to finalize the set of questions developed for ENS Users, Service Providers and ENS vendors and have the ability to send them out without waiting for issue #281r1 to go to final closure. The questions and glossary have been developed, cover letter drafted. However, the ENS SME’s are suggesting changes. Once the issue goes into final closure the questions will be available on the ATIS website for response. The responses will be used to assist in solutions for issue #281r1. Issue #0293, Potential SMS Inter-Network Congestion This issue relates to congestion caused by SMS messages, typically in emergency or ‘event’ notification. This is a relatively new issue and work hasn’t started on this issue. However, solutions on the above issues may play a role in solutions for this issue. 17
NIOC GS Report Active Issues: Issues Related to Network Management or Management of Network: Autodialer or SMS Congestion Issue #0266, Mass Call Blast Impact on Telecommunication Networks (Accepted 8/15/05) This issue relates to telemarketer large call volumes impacting and congesting networks Solutions for issue #281r1 may assist in solutions for this issue. This issue has been referred to PTSC-SAC with a set of scenarios/questions to be addressed. A joint meeting was held at AMOC. NG-CI work plan item. Issue #0269, Call Forwarding is Causing Looping When New Technology is Involved (Accepted 8/15/05) The NIOC is concerned about a case where a call starts in a network and is forwarded to a new destination number in an IP network and then is further forwarded to another destination number in the PSTN. Questions have been referred to PTSC-SAC and a joint meeting was held at AMOC. NG-CI work plan item. Issue #0284, SS7 Transit Carrier Screening (Accepted 8/24/06) This issue is looking at guidelines for carrier screening and other related screening issues Conference calls are being held with SS7 SME’s and a screening table is being developed.
