Some of the major political challenges in the EU • Fighting the perceived democratic deficit, which requires a new relationship between politicians and citizens, and which is particularly challenging at EU level; • Reconnecting citizens with politics and policy-making, e.g. with a view to the next European elections and sustaining citizens’ involvement beyond 2009; • Reducing the complexity of decision-making and legislation processes in an enlarged EU of 27 countries, in addition to the increasing number of cross-border issues. • Lisbon Treaty?   7. eGovernment Action Plan • Ministerial Declaration, Lisbon, Sep 2007, invited the Commission to, “Build on the ongoing eParticipation exploratory action and define future support mechanisms to explore and exploit the benefits of eParticipation, identify good practice cases and stimulate the exchange of experiences gained by Member States.” • eParticipation Preparatory Action • European Parliament called for the launch of a Preparatory Action in 2005. • Initiative lasts for 3 years (2006 – 2008). • Aims to use innovative ICT tools in real situations to make it easier for people to participate in decision-making and to contribute to better legislation. • 14 projects funded so far. • 7 more to be negotiated by end of 2008. EU Level-Institutions (1/6) • European Parliament • ePetitioning system (EC Treaty) for complaints or requests on certain issues. • The Petitions Committee of the European Parliament examines electronic petitions and takes action considered appropriate to resolve the issue in question. • The initiators of the petition are informed on the process and outcome. • Citizens Agora • Response to demands for involvement on behalf of citizens • Combined method of online and offline activities that provide input to MEP’s on a particular subject of importance. • 500 participants gather in forums and hearings and the website forum facilitates simulation through an online plafrom for debate organisation • One Agora on the Future of Europe and one in June on climate change Footer
