Video Surveillance ≠ Telecommunications • Video Surveillance Equipment: Cameras and Recorders – endpoint devices that may or may not be on the Internet • Not Internet infrastructure • Telecommunications Equipment: Routers and Switches – used to move data across networked environments • Essential Internet infrastructure • All data on a network, encrypted or not, is visible and managed by telecommunications equipment
Clarity Needed by Contractors • (a)(1)(B) applies to an entity’suse of covered equipment or services inthe performance of federal contracts. • (a)(1)(B) does not apply to non-federal sales or use of covered equipment by a government contractor that is unrelated to federal work.
Straightforward Compliance Providers certify FAR requirement: • No covered products are included in any offerings to the federal government. • No covered products are used by the contractor in the performance of a contract with the federal government.
Outcome • Security equipment suppliers and integrators doing federal work can offer fully compliant video surveillance products in the federal market, while offering other products tailored to technical requirements, price points and specific customer needs that vary widely for non-government commercial sectors– e.g. malls, banks, convenience stores, etc. • Small business economic impact limited.
