Work Programme 2011:Specific provisions on lump sumpayments New, specific financial provisions for four topics: SiS.2011.1.0-1 Mobilisation and Mutual Learning (MML) Action Plans SiS.2011.1.3.3-1 Reinforcing European strategies on access, dissemination and preservation of scientific information in the digital age SiS.2011.1.3.4-1 Clusters of cities of scientific culture for innovation SiS.2011.2.2.1-1 Teacher training on inquiry based teaching methods Proposals may bring together different stakeholder organisations as partners with the objective of exploiting their networking capacities and facilities, such as European networks, groupings, partnerships, etc. These stakeholder organisations may wish to involve some of their members directly in the planned activities in order to build on the existing cooperation structures and networks and in so doing these members will incur project related costs. To facilitate the participation of such members who are seeking grant support only for their participation in certain project activities, the related expenses could be reimbursed in the form of a lump sum. Therefore, such reimbursements do not require the justification of real costs. This reimbursement is limited to a maximum of EUR 25 000 per member, per grant agreement. The maximum amount to be reimbursed in the form of a lump sum shall not exceed 15% per grant. See the Work Programme (page 5) for more information 7

1.0-1 Mobilisation & Mutual Learning Action Plans • New initiative in the 2010 Work Programme, further developed in 2011 • Mobilisation of wide range of actors engaged in long term partnerships to design and implement actions on themes of interest for society- where research is at stake • In 2011, the three chosen Specific Challenges (themes) are Low Carbon Society, Food & Health, and Marine Resources • Themes treated by incorporating Science in Society actions into research strategies/planning • Mutual learning between partners
Mobilisation and Mutual Learning Action Plans PARTNERSHIPS: Research organisations + CSOs + other types of actors engaged as partners in the proposal consortium:
1.0-1 MMLs Specific Provisions/Eligibility Criteria • At least 3 years duration (eligibility) • Must clearly indicate which of the three Challenges is addressed (eligibility) • At least 10 legal entities in 10 different countries (eligibility) • CSA (Supporting) – research as such not funded • Budget : € 16,4 million–Envisaged that4 proposals will be financed (at least one, no more than two per Challenge)
1.0-1 MML Expected impacts • In the MML Action Plans, the governance of research and technological development will be adapted to facilitate sustainable and inclusive solutions to key challenges facing European society. • The MML Action Plans will contribute to further incorporating science in society issues into the systems of research (public engagement, ethics, gender perspectives, young people’s participation, two-way communication). • They will also contribute to an improved transnational cooperation

1.1.1-1 Involvement of Civil Society Organisations (CSOs) in Research Objectives Research aimed at better understanding the dynamics at play and investigating the characteristics of CSOs which participate in research Proposals must address at least 2 of 3 issues defined in the call topic as follows: - Knowledge and research potential - Research processes involving CSOs - Interaction between these cooperative research processes and research policy CP. Budget € 1,5 Million (eligibility criterion) Envisaged that one proposal will be financed Evaluation criterion (comparative perspective)
1.1.1-1 Involvement of Civil Society Organisations (CSOs) in Research Expected Impact Containing a wide-ranging overview of the current practices, challenges and opportunities, the research will provide: • a sound basis for the development of future policies and incentives (at national and European level) relating to the cooperation between researchers and civil society organisations • as well as practical examples and references for researchers and CSOs that wish to create such partnerships.
1.1.1-3 Regulating emerging scientific and technological developments Objectives Emerging sciences and related emerging technologies will make the setting of hard and soft laws more sensitive in the coming years: necessary to investigate further the interplay between the co-evolution of science and law in democratic contexts. 1.1.1-3 Regulating emerging scientific and technological developments Activities (include) Research to investigate interplay between the co-evolution of science and law in democratic contexts through the following two related aspects: • Tensions resulting from Science and Technology induced progress under given governance frameworks • Legal provisions for creating and adapting governance rules to emerging Science and Technology Impact Better insight on interactions between science and law in democratic contexts…help policy makers to better approach regulatory issues. Eventually permit the Commission to address these issues in future work programmes.
1.1.1-4 Integrated assessment methods for measuring societal impacts of emerging scientific and technological developments Objectives Issue of societal tensions relating to emerging S&T developments, often due to different perceptions of their impacts through different formal or informal assessment frameworks (e.g. technology assessments, Risk Assessment, Impact Assessment, Foresight ethical review, media analysis, public perception). 1.1.1-4 Integrated assessment methods for measuring societal impacts of emerging scientific and technological developments Activities (include) Researchers supported under this topic should investigate ways of integrating knowledge assessment methods into an anticipatory approach to science, technology, innovation and knowledge society progress Impact The research outcomes will contribute to a better understanding of the respective roles of the various Knowledge Assessment method. These outcomes will contribute to shaping an integrated framework conducive to a better and more balanced assessment of emerging sciences, technologies and related societal innovations 21

1.1.1-5 A forward look at new ways of doing and organising research in our knowledge societies Activities (include) - Stocktaking of recent and ongoing Forward-looking exercises on new ways of carrying out Research, Technology development and innovation etc. - Comparison with international forward-looking exercises - Identify trends and drivers in the way Research, Technology development and innovation operate in our societies – scenarios until 2030 Impact The results of the project will highlight and formalise new and innovative approaches in the ways that research is performed, supported by the identification and dissemination of best practices in the field.
1.3.1-1 Reinforcing European strategies on access, dissemination and preservation of scientific information in the digital age Objectives Need to capitalise on existing activities on Open Access in Member States to move towards national and European strategies on access, dissemination and preservation in the digital age. Conditions CSA Project Budget max € 750 000 (eligibility criterion)Envisaged that two proposals will be financed 24
1.3.1-1 Reinforcing European strategies on access, dissemination and preservation of scientific information in the digital age Activities (include) Actions can include the organisation of events, exchange and dissemination of good practices, or definition of organisation and management of joint or common initiatives and/or policy activities Some target groups are identified in the call text e.g. ministries, funding bodies, universities, libraries, associations, CSOs etc. Impact Sustain/improve coordination of existing Open Access initiatives; extend current activities to other countries and/or thematic areas; create new initiatives. 25
1.3.4-1 Clusters of cities of scientific culture for innovation Objectives Topic aims to highlight and promote actions which demonstrate how developments in science and technology can stimulate innovation in the creative sector, and how the creative sector can stimulate the emergence of new forms of creativity and innovation in science and technology Conditions CSA Project Budget max € 2m (eligibility criterion)Envisaged that two proposals will be financed Project duration at least 3 years (eligibility criterion) 26
1.3.4-1 Clusters of cities of scientific culture for innovation Activities (include) - Project constructs an Action Plan containing activities on networking, dissemination and awareness-raising. - Target public can include teachers, educators, career advisers, youth and voluntary organisations, clubs, societies, cultural centres and organisations. - Examples of activities are given in the text of the topic. Impact - Encouraging young people to look at S&T subjects in a new light and not just in terms of a qualifications for academic/research careers - regions and cities will benefit from the exchange of practice & experience (helping them work together and adopt policies to stimulate new cultural and entrepreneurial activities) 27

2.1.1-1, Implementing Structural Change in research organisations / universities Objectives Increase the participation and role of women researchers by modernizing the management and working culture of research institutions Conditions (eligibility criterion) Funding Scheme: CSA (Coordination and Support Action) • Participation: Min. 3 independent entities, from 3 different MS/Associated countries • Duration: between 3 and 5 years • EC budget contribution: € 6.0 million (covering 70% of total costs to ensure partners’ commitment to implement proposed changes) • Number of Projects envisaged: two 34
2.1.1-1Implementing Structural Change in research organisations / universities Activities Provide tailored action plan and roadmap for implementation during the lifespan of the project; Focus on Science, Technology, Engineering and Mathematics disciplines Partnership to include good balance of institutions with proven expertise in gender management and others which are seeking experience in this area; The action plans should include activities such as transparent recruitment & promotion procedures, update management and research assessment standards, policy development to encourage women to leadership positions… Impact • Action plans should target tangible and measureable results in terms of female participation at all levels of seniority • Dissemination plan should target a wide impact across Europe beyond project participants, including guidelines on best practices to encourage take-up of similar activities by other organisations • Policy definition and implementation mechanisms should have a long-term vision. 35

2.2.1-1 Teacher training on Inquiry-Based Science Education Objectives • Promote a more widespread use of problem and inquiry-based science teaching (IBSE) techniques in primary and secondary schools • Bridge the gap between the science education research community, science teachers and local actors • Complement school science education curricula • Focus on teacher training and promotion of European teachers’ networks • Conditions • CSA (Supporting): min. 10 independent legal entities from 10 MS or AC (eligibility criterion) • Minimum requested EC contribution: € 2 000 000 (eligibility criterion) • Minimum project duration: 3 years (eligibility criterion) • Envisaged that 3 proposals will be funded • Projects will contribute to the internet platform – www.scientix.eu
2.2.1-1 Teacher Training on inquiry-based science education Activities (include) • Securing basic knowledge, a task culture, learning from mistakes, cumulative and autonomous learning, interdisciplinary approaches and attention to differences between boys’ and girls’ interests, promoting pupils’ cooperation • Actions shall already have proven their efficiency and efficacy • Must be realistic and feasible in terms of teachers’ participation • Open to participation of entities seeking to gain experience on IBSE Impact • Change the way science is taught in schools in Europe • Significant benefits across Europe beyond project participants • Long-term impact: increase the number of young people taking up science careers in Europe and increase knowledge in science among younger generations
2.2.3-1, Science and mathematics related activities in pre-school and primary school Objectives A more creative approach to teaching and learning of science and mathematics based on curiosity and inquiry would be beneficial from a very young age Major shift in education culture and practices is needed in order to adapt to today’s world. Conditions CP Project Budget max €1.5 Million (eligibility criterion) Envisaged that one proposal will be financed Evaluation criterion (comparative perspective)
2.2.3-1, Science and mathematics related activities in pre-school and primary school Activities (include) • The research project will carry out a mapping and comparative assessment of existing approaches to the teaching and learning of science and mathematics in pre-school and until first years of primary school in a representative sample countries. • Analysis of the implications of the different approaches for children’s creativity; actions should include policy recommendations, dissemination activities and guidelines for teacher training Impact A clear picture of existing activities and practices and the related main challenges will contribute towards the training of preschool staff and primary school teachers, to avoid misconceptions and stereotypical images about science and mathematics. This will improve the basic skills of all children, and promote creativity leading to the subsequent development of entrepreneurial skills and the ability to innovate.
2.2.3-2 European events Objective • To stimulate interest in research careers in S&T among masters and doctoral students by bringing them in direct contact with distinguished scientists Conditions Separate call for proposals with earlierdeadline: 25 November ! 2.2.3-2 European events Activities (include) Support to complement the costs of scientific gatherings already scheduled, for participation costs of students Note conditions as regards selection of students (incl. country and gender balance), communication strategy etc. Impact To provide added impetus to students studying for a masters or doctoral degree or equivalent in science and technology; to encourage them to pursue careers in research and broaden their knowledge and understanding of science and technology and of the latest scientific breakthroughs

3.0.6-1 Science-Society interaction in the digital technologies era Activities (include) • Research to assess opportunities and risks in the use of web and social media for information and communication between scientists and the public; with a broad European coverage and an international perspective; identify impact of emerging communication technologies on public perception of and engagement with science; etc. Impact Better insight on the role played by emerging web tools in science/society interaction, in particular on collaborative effect and dissemination. Role of these technologies on new models of public engagement in science issues debates and decision-making.
