Memorandum of Understanding between the WVUSD and WVEATentative Agreement • Furlough Days • 2010-2011 school year- • The association agrees to reduce the current contractual work year from 184 days (185 new hires) to 179 days (180 new hires) or the equivalent of 5 days. • This reduction equates to a 2.72% annual salary reduction for the 2010-2011 school year.

If the base revenue limit increases or decreases by $25.00 or more between the date of this agreement and July 1, 2011, an additional furlough day will be added/reduced in the 2011-2012 year. The furlough days will be taken from a combination of instructional and non- instructional days during the school year, collaboratively between the district and WVEA prior to May 28th, 2010. No further reductions in WVEA bargaining unit members’ salary and work year will take place during the life of this MOU. Health and Welfare benefits will remain per current contract language. The understanding that all unrepresented employees will take an equivalent percent salary reduction as per this MOU. Payroll adjustments reflecting the unpaid furlough days will be spread evenly over the course of the contract year. This MOU is for the 2010-2011 and 2011-2012 school years. The MOU shall expire on June 30th, 2012, at which time all items will revert back to the 2009-2010 levels with the exception of those articles(items) in bold print and underlined. Class Size 1. K-3 District average 24.5 2. 4-5 District Average 33.0 3. Extended day kindergarten will remain in effect. 4. Reduction in Force (RIF) notices will be rescinded commensurate with the agreed upon class sizes. 5. All high school Reduction in Force(RIF) notices issued on 3/10/2010 will be rescinded. 6. District will commit $15,000 per elementary site to provide additional preparation time and/or instructional materials for grades K-5. Options will be presented to k-5 teachers for approval and implementations w/80% approval from their staff’s. 7. Elimination of article 4.2.1.5 and 4.11.3 from the contract -$110,000 for prep from the elementary level and $2,400 per kindergarten classroom as a resource budget. 8. Reduce the cash in lieu option from $3,370 to $3,000 beginning in the January 2011 benefit year. 9. Open House will become optional and determined by a majority vote of all affected staff members. 10. Personnel necessity days will be increased to 10 per year w/ prior notification from immediate supervisor w/ three (3) days not requiring a specific reason to be disclosed. PN days must conform to Ed. Code parameters. 11. Parent Conference Days; Grades K-5 will have 3 minimum days to conduct parent conferences. 12. District Elementary P.E. Program will continue for grades 1-5 and will include Kindergarten @ 45 minutes per week beginning in the 2010-2011 year. 13. Elementary Vocal and Instrumental Music will be discontinued. 14. A committee will be formed in the spring of 2010 to study and review the kindergarten report card content and the frequency of the 9-12 progress report cards. *Items underlined and bold will be modified in the 2009-2010 contract language. Escape Clause MOU may be reopened by either party for the 2011-2012 year and renegotiated in the event of state revenue increases or decreases. Options Vote Yes and suck it up for two years. May end up with 10 days instead of 9 days if the budget goes south or less days if budget improves. Options Vote no and return to the table. Vote No and move on to mediation. Still no deal; move forward to Fact Finding. Wait for report. Still no deal; district arbitrarily implements cuts and you have the ability to initiate a job action.
