Regional Alignment • Since 2004 PSDs have been aligned under PSAs and then NPPSC. • Other CNIC product lines have policy at HQ, oversight of operations at Regions, and day to day tactical operations at Installations. • Regional alignment is consistent with CNIC business model, streamlines command alignment, provides improved operational framework for service delivery and enhances customer service. • HQ N14: Monitor metrics, execute budget, develop POM submission, execute fiscal and disbursing operations, standardize processes, execute QIV/inspections/training, liaise with partners on systems development, and coordinate Navy policy with stakeholders. Oversight and management of ICAT 21 remains with HQ N14. • Region N1/N14/COs: Provide day to day oversight and management of PSDs and local Sailor support including urinalysis program, GMT, DAPA, CACO, PRT, CCC, and NJP.
Staffing Standard Assumptions • Workload was gathered from the A-76 study and FY-10 transaction statistics from DFAS (pay), and NPC/NSIPS (personnel). • Workload includes pay, personnel and transportation transactions and customer service intangibles not resulting in counted metrics. • Inherently governmental workload assessment performed by SMRD team with results included in staffing standard. • A-76 study did not include overseas detachments so workload included a comprehensive review of each overseas detachment and unique requirements peculiar to certain PSDs (i.e. cash cages, etc). • PSD/CSD Cutoff • PSD: 23 or more personnel assigned (exceptions for overseas currently staffed with OIC) • CSD: 22 or less personnel assigned • 2-person CSD (storefront operation) was listed in A-76
